About 25 lakh armed forces veterans get their first enhanced pension under the One Rank One Pension Scheme, or OROP,  in January, top Ministry of Defence officials told NDTV. The enhanced pensions will cost the exchequer around Rs. 7,000 crore.

The Ministry of Defence, meanwhile, is rethinking whether it should debar officers and men who go home before completing their tenure from the benefits of OROP.

About 80% officers and men leave the forces when they fail to make it to the next rank. The benefits of the current scheme are denied to them. For example, a Colonel who leaves the army before completing his tenure as he didn't make it to the next rung -- Brigadier -- will not be entitled to OROP.






But sources said Defence Minister Manohar Parrikar has ordered a rethink on this and is inclined to strike this provision off.

If done, it would address one of the major concerns of the armed forces.

"If officers who leave their tenure incomplete and quit for not being making it to the next rung are denied OROP, the forces will be saddled with passed over officers. Worse, they will have to work under the command of junior officers," a source in the ministry said.

Veterans will also get their OROP arrears -- the scheme has been brought into effect from July 2014 -- before the end of this financial year. It will cost the government Rs. 11,000 crore.

War widows and Gallantry award winners will their arrears in one go -- the rest will get it in four equal installments.

The implementation of OROP - a pre-election promise by the BJP -- was announced this September after prolonged negotiations.

The scheme could, however, not be implemented immediately because of the Bihar elections and the model Code of Conduct that came into play during elections.

The Government of India, vide notification No.1/1/2013-E.III(A) of 28.02.2014, appointed the Seventh Central Pay Commission with specified Terms of Reference. The Commission, after due deliberations, submits its report to the Government of India on this 19 t h day of November, 2015.

                              Justice Katju Tears Into Government's OROP Announcement

In a write-up soon after the announcement of OROP 
by the Defence Minister in which VRS personnel were 
left out from the scheme of things, Justice 
Markanday Katju called the Government declaration a 
"Biblical  `Peace of God which passeth all 
understanding'". 

Katju wrote: "Firstly, where did the issue of VRS or 
premature retirement come into the picture, like a 
jack in the box, or like Banquo’s ghost in 
Shakespeare’s Macbeth, or Caesar’s ghost in Julius 
Caesar? There was no inkling about it earlier from 
the side of the Govt. Everyone knows that an army 
officer can take premature retirement with pension on 
putting in a minimum of 20 years service ( for jawans 
the qualifying period is 15 years ). How can such 
persons, who comprise about half the officers be 
deprived of OROP ? This had not even be discussed 
earlier. Suddenly, OROP has disappeared 
forthe premature retirees, like the 
Cheshire Cat disappearing in Alice in Wonderland, or 
some devata becoming ‘ antardhan’, and instead a 
 `thenga ‘ has been shown to the premature retirees."


Justice Katju further wrote that "once the principle of
OROP was accepted, where was the difficulty in 
revising pensions every 2 years as demanded? This is 
the age of computers, and with an appropriate 
software in fact pensions can be revised almost 
instantaneously, with a touch of a button. Why does it
 require 5 years? In fact the ex servicemen were too
 liberal in modifying their genuine demand for annual
revision to a 2 year revision. Perhaps they thought 
they should give some latitude to the government for
 it to ‘ save face ‘."


Thirdly, Justice Katju asked, "what will a one man
judicial commission do ? It will be a joke."
Katju hit the final blow with characteristic, Brechtian ruthlessness: "It is said, and I may be pardoned for the crude analogy,
a Commission is like a commode.
First you sit on it, then there is a report, and then the matter settles down".

Dear Veterans

The report that Parrikar is likely to launch media blitzkrieg against protesting veterans and that too after having gagged media over OROP issues, shows the Govt is under great pressure to counter its sagging image.  It is evident that the protest at Jantar Mantar is having its desired effect.  The Govt is not only worried about its image on the national scene but it is also becoming a laughing stock on the international scene.  The stinging views on social media and the international media on veterans grievances is both disgusting and shameful.

The formation of UFESM by IESM (Satinder) has had a great all round impact despite all attempts by Jaichands prompted and supported by Govt.  This movement must go on and add the following more points to pressurize the Govt:

(a)  No compromise on OROP as hitherto demanded.  This is an issue of honour and not necessarily of monetary gains.

(b)  Agitate against 7 CPC's attempt to further denigrate the status and privileges of Defence Forces. 

(c)  Be spokespersons for the serving fraternity since they remain gagged due to service conditions.  Establish a mechanism with serving fraternity to get all the feed-back and bring it to the notice of the Govt.  

To all veteran leaders, sans Jaichands and petty minded, I request to strengthen the hands of IESM (Satinder) and UFESM at Jantar Mantar to counter Govt's moves to suppress the voice of veterans.  The Jantar Mantar is gathering momentum and strength.  If you can't support Jantar Mantar leadership, at least keep your mouth shut.  Please do not be an obstacle in their way.  You carry on with whatever you want to do --- submit, compromise or be bribed to issue statements in support of Govt --- but let Jantar Mantar do its splendid job it is doing.

I would also like to warn veteran leaders leading agitation at Jantar Mantar to be ready with the over-night swoop and taken to unknown destinations and be prosecuted under sedition charges. 

 The second line of leaders must go on with the agitation.  This second line leadership should be earmarked now.

OROP Row: Govt Forms New Commission, Veterans Reject it



The government has announced it will form a single-member commission to do away with the shortcomings of OROP. 

The commission will be announced by Defence Minister Manohar Parrikar in December.

 The step has been taken after directions from Prime Minister Narendra Modi.


Narendra Modi government seems to have finally heard the voices of one rank, one pension(OROP) activists protesting at Delhi's Jantar Mantar.
The government has announced it will form a single-member commission to do away with the shortcomings of OROP. The commission will be announced by Defence MinisterManohar Parrikar in December. The step has been taken after directions from Prime Minister Narendra Modi. However, veterans have rejected the one-man commission describing it as government's delaying tactics. 
Instead of the one-man commission, veterans have demanded a 5-men committee which will include members from three services Army, Air Force and the Navy and one serving member and one nominated member by defence minister.

This is after some OROP activists refused to end their strike even after the announcement of one rank one pension by the government.


A segment of OROP activists have continued their agitation despite the new pension system for defence personnel being notified on November 7 


Defence Minister Manohar Parrikar had earlier said that  it was impossible to satisfy everyone. He further stressed that the commission formed to look into the objections that the retired defence officers have raised over OROP is being looked into by a special commission. 
"Core issue have been addressed. The commission will look into problems if any. This is a democracy, everyone has the right to demand. We have fulfilled the main demand, but we can't satisfy everyone," Parrikar had said.



The government rolled out the OROP scheme for military veterans before Diwali but some of the sticking points remained unaddressed apart from dropping of the contentious clause like excluding the existing lot of those who were on voluntary retirement from the benefit
There are 3 main bones of contention:
  1. Veterans wanted equalisation of pension every year. But the government has notified that it would happen only once in five years.
  2. Veterans wanted the revised pensions to be fixed at the maximum of the current pension, whereas, the government has pegged it to the current average.
  3. OROP activists wanted the commission looking into their grievances to comprise ex-servicemen and those currently serving in the armed forces. But the government appointed a judicial commission.

BEIJING, Nov. 26 (Xinhua) -- Chinese President Xi Jinping has urged breakthroughs in reform of the country's armed forces by 2020, vowing to reorganize the current military administration structure and military command system.
Xi, also general secretary of the Communist Party of China (CPC) Central Committee and chairman of the Central Military Commission (CMC), made the remarks at a meeting on reforming the armed forces which was held from Nov. 24 to 26.
FROM MILITARY COMMANDS TO 
BATTLE ZONE COMMANDS
A new structure will be established, in which the CMC takes charge of the overall administration of the People's Liberation Army (PLA), the Chinese People's Armed Police and the militia and reserve forces; battle zone commands focus on combats; and different military services pursue their own construction, Xi said.
While urging the PLA to maintain 'correct political direction,' Xi outlined 'a series of designs and arrangements' to consolidate the basic principle that 'the Communist Party of China (CPC) has absolute leadership of the armed forces.'
According to Xi, the CMC's 'centralized and unified' leadership should be strengthened to ensure that supreme administration and command status belong to the CMC and the CPC Central Committee.
Xi cited measures designed to 'integrate the administrative system and the joint battle command system,' including a general command center for land forces and enabling the CMC to directly administer and command various military departments.
The current regional military commands will be adjusted and regrouped into new battle zone commands supervised by the CMC, Xi said.
The reform will establish a three-tier 'CMC - battle zone commands - troops' command system and an administration system that runs from CMC through various services to the troops.
Currently, a majority of Chinese troops consist of 850,000 land forces, which are deployed in seven military area commands headquartered in Shenyang, Beijing, Jinan, Nanjing, Guangzhou, Chengdu and Lanzhou.
The CMC, the top leadership organ of the Chinese military, exercises command and control over the seven military area commands, the Navy, the Air Force and the Second Artillery Corps through the four general headquarters.
REFORM KEY TO BUILDING A STRONGER ARMY
Xi said deepening defence and military reforms are a crucial step for the military's future, a sure path to a strong military, and a call of the time to realize the Chinese dream as well as a strong military dream.
He called on the military and related sectors to rally behind the strategy of strengthening the military through reforms.
The move to deepen defense and military reform is aimed at breaking down systematic, structural and policy barriers, modernizing the organization of the military, further unleashing the combat capacity and vigor of the military.
It should also aim at building a firm defense and strong military commensurate with China's international standing and interests in security and development.
Xi said, the history of the people's army is one of reform and innovation. 'Under the leadership of the Party, the army has gone from small to large, from weak to strong, and from victory to victory,' Xi said.
The reason why the military has stayed vigorous is that it has kept pace with times and never ceased reforming itself, Xi added.
'Now, as the country progresses from a large country to a large and powerful one, defense and military development stands at a new and historic starting line, Xi said.
Taking into consideration the world's larger picture as well as profound and complicated changes in the international landscape, 'We must deepen defense and military reforms with greater wisdom and courage,' Xi said.
Xi stressed the importance of regulating power within the military, demanding a strict system to regulate and supervise the use of power.
'Decision-making, enforcement and supervision powers should be separated and distributed in a manner that ensures they serve as checks and balances on each other but also run in parallel,' Xi said.
Solving the problem of weak discipline enforcement and inspection, auditing and judicial supervision processes of the military are paramount, Xi said, pledging to eradicate the 'soil' of corruption with stricter rules and systems.
A new discipline inspection commission will be established within the CMC and disciplinary inspectors will be sent to CMC departments and zone commands.
The CMC will have an audit office and a political and legal affairs commission. The independent and fair exertion of judicial power by military courts and procuratorates will be ensured with adjustments to the military judicial system.
The structure of troops will be optimized to improve the quality and efficiency of the army. A 'revolution' of the management of the military will be rolled out with modern management techniques so that the army is managed professionally, Xi said.
STREAMLINING, PERIPHERAL REFORMS
China will also cut its troops by 300,000. Administrative and non-combat personnel in the military will be downsized. The proportion and structure of forces among different services will be streamlined to suit new security needs and operations.
Xi urged the military to 'stand at strategic commanding heights' in future competitions and promote new ideas to drive the army's fighting capability, calling for more to be done in developing national defense science and technology, including frontier research in both major technology and new concepts.
Military personnel management should be streamlined in adherence with the CPC's leadership so that the military's human resources can help improve the army's capability in combat, Xi said. Reforms will improve in the management of all personnel, as well as medical care, insurance, housing and payments for servicemen.
The management style should fit the professional traits of military members and the sense of honor, pride and morale, Xi stressed.
Xi said it is important to promote the integrated development of both the military and non-military sectors, and of the economy and defense.
To this end, he required a management and operation system that integrates state leadership, coordination between the military and non-military sectors, as well as the market rules.
He called for strengthening the militia and reserve forces and national-level efforts to enhance management of and security to veterans.
Xi also noted the transfer or retirement of military personnel, saying special policies for arranging jobs should be given to them.
The military must resolutely terminate all paid services, Xi ordered.
Xi highlighted a timeline for achieving concrete results in the reform, saying breakthroughs in overhauling the leadership and joint command system must be made by 2020.
To finish the task, Xi said high-ranking military officers must take the lead to support the reform and defend the authority of the central leadership. Common soldiers should be guided to embrace the reform.
