So how much do the Prime Minister of India, Members of Parliament earn? What about the salary and perks of State Assemblies?

This article tries to answer these questions.


After election to LokSabha, the members become entitled to salaries, allowances, travelling facilities, medical facilities, accommodation, telephones, etc . These amenities are provided to members with a view to enable them to function effectively as Members of Parliament. 
 
These are governed by the Salary, Allowances and Pension of Members of Parliament Act, 1954 and the rules/amendment of it.
 

What MPs Earn

 
The salary of MPs are covered in the act THE SALARY, ALLOWANCES AND PENSION OF MEMBERS OF PARLIAMENT ACT, 1954 AND RULES MADE THEREUNDER is available at website mpa.nic.in and salary and amenties at http://loksabha.nic.in/
 
An MP , since Aug 2010, is paid a base salary of  Rs 50,000 per month and is entitled to a pension of 20,000 per month. If an MP serves as a member for a period exceeding five years, this pension increases by 1,500 for each additional year of service. In addition, MPs are compensated for official expenses through various allowances :
 
  • Daily allowance of 2,000 for each day of attending Parliament. Parliament has three sessions every year. The Budget Session (February to May), Monsoon session (July to September), and Winter session (November and December).
  • Constituency allowance for expenses incurred in the constituency of 45,000 per month and
  • Office expenses of Rs 45,000  for staff (limit of 30,000), stationery and postage(15,000)  per month
 
 
 
An MP’s wage is tax-free and comes with additional  perquisites such as free petrol, free telephone calls and free housing. Most household  expenses , furniture, electricity, water, laundry , is also paid for . MPs can travel anywhere in the country by rail, first class, and get 34  free air tickets for themselves or a companion a year. Spouses of MPs can  travel free by air from their residence to New Delhi eight times a year when Parliament  is in session and unlimited number of times by rail.
  • Each MP gets near-free electricity of 50,000 units every year. And free water.
  • The MP’s bungalow is furnished — with air conditioners, refrigerators and television sets — free of cost. Maintenance of the house — including washing of sofa covers and curtains — is done free of cost by the government.
  • MPs are entitled to three phone lines and 170,000 free local calls every year.
  • When an MP travels abroad officially, he is entitled to free business class air tickets. He is also paid a daily travelling allowance, which varies depending upon the country being visited.
  • Most medical expenses of MPs are taken care of by the Contributory Health Service Scheme of the Union government.

How Salary of MPs have Changed over Period of Time



The act was written in 22nd May, 1954 and came into effect on 1st June 1954. Till today it has been amended 28 times by Acts Nos.
  • 9 of 1955, 55 of 1958, 26 of 1964, 25 of 1969, 29 of 1972, 65 of  1974, 48 of 1975, 105 of 1976, 33 of 1977, 27 of 1979,

  • 21 of 1981, 35 of 1982, 61 of 1982, 22 of 1983, 74 of 1985, 60 of 1988, 30 of 1989, 3 of 1993, 48 of 1993, 18 of 1995,

  • 28 of  1998, 16 of 1999, 17 of 2000, 46 of 2001, 34 of 2002,9 of 2004, 40 of 2006 and 37 of 2010
Some of the changes over the years have been as follows:
  • In 1968 MP’s salary was Rs 400 + Rs  31 Daily Allowance
  • From 1969 to 1985 salary was Rs 500 + Rs 51 Daily Allowance
  • Pension for MPs  was introduced in 1977
  • In 1985 salary was Rs 1500
  • Since 2010 it is Rs 1,40,000
On August 27, 2010, Indian Members of Parliament voted themselves a threefold hike in their basic salary, from Rs 16,000 to Rs 50,000 and doubled the constituency and office expense allowances to 40,000 each. MPs will thus receive an assured income of Rs 1.3 lakh (a salary of Rs 50,000 plus constituency allowance of Rs 40,000 and office or stationary allowance of Rs 40,000) a month. According to one  calculation, after the hikes of the MPs’ salaries, perks and allowances, they  will earn 68 times more than what an average person earns annually.

It is interesting to note that Indian MPs are paid lower than many Government bureaucrats, even though they outrank them in the order of precedence. During the debate in Parliament, several MPs recommended that their salaries be pegged at one rupee more than the salary of the Secretary to the Government of India. This would also result in automatic revision with each Pay Commission award. Two former chief ministers and  leaders of their respective parties, Mulayam Singh Yadav and Lalu Prasad Yadav,  demanded a 500% hike in salaries for MPs and stalled proceedings in Parliament during  the debate on the salary increase in 2010. They wanted the basic salary to be  fixed at Rs 80,001, one rupee more than the salary of a secretary in the  Government of India. However, while most MPs run businesses from where they  derive income, for bureaucrats, their salaries are usually their sole source of  income. Moreover, while a bureaucrat gets pension after serving for 30-35  years, an MP is entitled to pension even if he has spent just one day in  Parliament. Salaries of National Legislators across countries, when adjusted for the relative cost of living, provide a useful metric for comparison. The adjustment is done using the Purchasing Power Parity (PPP) which takes into account the relative prices of products in each country. On PPP-adjusted terms, Indian MPs earn about 25% of their counterparts in the US. In fact, most advanced democracies pay their national legislators an amount significantly higher than India. Parliaments in these advanced democracies also provide higher level of support to their legislators. For instance, the allowances accorded for hiring support staff. Whereas an Indian MP gets an allowance of `28,000 per month (as part of office expenses) for hiring assistants, his counterpart, the US Congressman gets $70,000 per month and can hire up to 18 permanent employees.

But the way it differentiates from rest of World is that in India MPs decide their own salary.

 
In France  and Japan,  salaries of MPs are determined in relation to the salaries of the highest paid  bureaucrats.
 
In Germany,  Article 48 (3) of the Basic Law says that the members of Bundestag will get  remuneration adequate enough to ensure their independence.
 
In Switzerland, parliamentarians do  not get any salary or allowance. They just get paid leave from their employers  on the days of session.
 
In Mexico,  MPs are paid handsomely, but they cannot do any business or practise any  profession. They cannot even be office bearers of any political party.
 
In the USA, members of  Congress cannot earn more than 15% from outside of their Congressional salary. 


 There is no such bar on the MPs or MLAs in India. An MP who has a defence equipment business is allowed to  be on a defence committee which formulates defence policy and a parliamentarian  who has aviation interests to be on a civil aviation committee, thereby making  policy changes which benefit them individually.

 
In the UK,  the Review Body on Senior Salaries established by law, advises the prime  minister on the pay and pensions of MPs, ministers, judges, defence personnel,  senior civil officers and other such high posts. It is an independent body  consisting of non-MPs who have served in high positions in the judicial and  managerial offices with distinction.

Salaries of MLA are decided by the states. There is wide variation in MLA salaries across state assemblies. Other than salary, MLAs also get similar facilities like MPs – daily allowance, constituency allowance, office expenses allowance, provisions for accommodation, travel etc. As is the case with salaries, these too vary across states.

The bill passed in Dec 2010, resulted in an increase of the legislators’ salary from Rs 44,000 to Rs 75,000 and ministers’ salary from Rs 29,000 to Rs 67,000. However, in a rare case, the bill was given a retrospective effect. Bill was passed in December 2010 but the rise was effected from April 2010

Passing of Karnataka Ministers Salaries and Allowances (Amendment) Bill, 2011 and Karnataka Legislature Salaries, Pensions and Allowances (Second Amendment) Bill, 2011 paved the way for raising the salaries of MLAs by an average of 73 per cent to over Rs 95,000 per month. Till then, the MLAs were paid a salary of Rs 51,000 per month approximately and the ministers in the cabinet drew Rs 3,000 more per month. In addition to this, the members will be entitled to travel and dearness allowances, constituency maintenance allowance and wages for their personal staff among others. Apart from the salary and other allowances, the members will also be entitled to 750 litres of petrol as against 500 litres per month paid till now.Ref Business Standard 
Paycheck India, led by Indian Institute of Management-Ahmedabad faculty member Biju Varkkey, has compiled interesting data on the salaries of India’s ruling elite, including the PM, President and chief ministers (around2013). According to their data, ignoring Rs 1 annual salary by Tamil Naidu Chief Minister Rs 1,West Bengal Chief Minister Mamata Banerjee is the poorest CM earning Rs 96,000 per year while Punjab’s Parkash Singh Badal, with a salary of Rs 12 lakh per annum, is the richest.

UFESM strongly condemns the article titled "Stand at Ease Veterans" 

 PRODUCED BY AN EX-  OF  MINISTRY OF DEFENCE (DISPOSAL OF EX-SERVICEMEN  WASTE [DESW])

 that appeared in the ET of 4 July 2015 on the following grounds. 
 1. The tenor of the article mitigates the definition of OROP as accepted by Parliament. 
 2. These complexities as have been stated are quite contrary to the contents of the Draft Govt letter of Apr 2014. 
 3. The Secretary DESW is the wrong person to comment on an issue as he had headed a department which more often than not acted against the interests of ESM. 

4. Since the subject has already been closed by the MoD as early as 17 Feb 2015, an Ex functionary of the same ministry has no right to project a contrary thought at this stage, that is mischevious and malafide. 




                Stand At Ease, Servicemen

Fix pensions for each rank and delink them from the last salary drawn

In 2011, there were two versions of what ‘One Rank, One Pension’ (OROP) in the defence services entails. One: two people who have served the same number of years and have retired at the same rank should get the same pension. Two: two retired persons of the same rank should get the same pension, irrespective of the number of years they served.


 
The two versions of OROP have different implications. The differences arise because people who retire get 50% of their last-drawn pay as pension, till the next Pay Commission recommendation is implemented. After the new recommendation, the same pensioner goes to the bottom of the new pay scale while those in service continue to get increments in the new pay scale till retirement.
Today, OROP is in operation for people of all ranks who retired on or before December 31, 2005.

 
For a pensioner, there are no increments. On the other hand, an officer still in service gets increments in the same pay scale till he retires. His pension is 50% of his last pay. So he automatically gets a higher pension than his predecessor who had retired earlier to the new Pay Commission implementation.

 
This difference in OROP perception has existed ever since pensions were revised after every Pay Commission. But the resentment then was only about the same ranks getting different pensions, as each rank had distinct pay scales. The 6th Pay Commission, for whatever reason, bunched several ranks in the same pay band, reduced the number of pay scales (35) into six pay bands, with a slightly different grade pay to differentiate each rank.

Pay Band 4 (.`37,400-67,000), for instance, was applicable to all ranks from lieutenant colonel to major general with differentiated grade pay varying from .` 7,600 to .` 10,000 for each rank from January 1, 2006. The pension of all these ranks who retired before that date was 50% of .` 37,400+grade pay. This, in addition to the military service pay of .` 6,000 per month for officers across ranks and .` 2,000 per month for all non-officer ranks.
 
So a major general who retired on or before December 31, 2005 would have a revised pension of .` 23,700 (50% of .` 37,400+.`10,000 grade pay). A colonel also retiring on or before that date would have a pension of .` 22,500 (50% of .` 37,400+.`7,600 grade pay). The 15 years taken to be promoted from colonel to major general was reduced to a difference of .` 1,200 a month.

 
Worse, the pension of a colonel who retired after January 1, 2006 after receiving several increments – retired at a pay of, say, .` 60,000 – would be .` 33,800 a month (50% of
 60,000+.`7,600). This would be much higher than that of a major general, who retired on or before December 3, 2005.

This is a valid cause for heartburn.

 
The colonel’s pecuniary advantage, however, would last only till the next Pay Commission. After which he, too, would revert to the bottom of the new pay band or pay scale. This would operate in a cycle, where a group would benefit for maximum 10 years, depending on when they retire (between 2006 and 2016 for the 6th Pay Commission) and then go to the bottom of ladder for rest of their lives.

 
Fixed Pay
 
There are two ranks with fixed pay: chief of staff at .` 90,000 a month and senior commander  (?)  [ THIS WRITER ARROGANTLY IS SHAMELESS. WHY CAN'T HE USE THE PROPER TERMINOLOGY ie ARMY COMMANDER]  at .` 80,000 a month. Their pension at 50% is the difference in the pension drawn. If pension is fixed on the basis of the rank at the time of retirement, there will be substantial difference in the pension amount and again resulting in heartburn. maybe more. Hence, pension should be based on the last pay drawn. This could be extended to all ranks.
 
Of course, other ranks cannot have a fixed pay, since they remain in the same post for a considerable time and require increments on an annual basis. But for pension, the pay could be fixed for each rank, from sepoy to lieutenant general, delinking it from 50% of the last pay drawn. This can be done.
Already the condition of 33 years of service for full pension and proportionate reduction has been done away with, as too the last 10 months’ average pay for deciding pension. The 6th Pay Commission has also considerably reduced the commuted amount of pension. So if pension is fixed for each rank, delinking it from the 50% of last pay drawn, OROP can be implemented without complications. This would have to be done every time a new Pay Commission makes recommendations.
 
One word of caution though. The pay for each rank has to be judiciously fixed balancing both equity and how much the government can afford. While about 55,000 ex-servicemen retire every year, there are about 30 lakh pensioners, including family pensioners. So the pension has to be fixed towards the minimum of each pay scale, if separate pay scales for each rank are again implemented in the 7th Pay Commission. Or in a step-ladder fashion, starting with the near minimum for the lowest rank in each pay band, if the pay band concept is retained.

An elderly woman walked into the Royal Bank of Ireland one morning
with a purse full of money. She wanted to open a savings account and insisted on talking to the president of the Bank because, she
said, she had a lot of money.
After many lengthy discussions (after all, the client is always right) an employee took the elderly woman to the president's office.
The president of the Bank asked her how much she wanted to deposit.
She placed her purse on his desk and replied, '$165,000'.
The president was curious and asked her how she had been able to save so much money .
 
The elderly woman replied that she made bets.
The president was surprised and asked, 'What kind of bets?'
The elderly woman replied, 'Well, I’ll bet you $25,000 that your testicles are square.'
The president started to laugh and told the woman that it was impossible to win a bet like that.
 
The woman never batted an eye. She just looked at the president and said, 'Would you like to take my bet?'
 
'Certainly', replied the president. 'I bet you $25,000 that my testicles are not square.'
 
'Done', the elderly woman answered. 'But given the amount of money involved, if you don't mind I would like to come back at 10 ' clock tomorrow morning with my lawyer as a witness.'
 
'No problem', said  the president of the Bank confidently.
 
That night, the president became very nervous about the bet and spent a long time in front of the mirror examining his testicles, turning them this way and that, checking them over again and again until he was positive that no one could consider his testicles as square and reassuring himself that there was no way he could lose  the bet.
The next morning at exactly 10 o'clock the elderly woman arrived at the president's office with her lawyer and acknowledged the $25,000 bet made the day before that the president's testicles were square.
 
The president confirmed that the bet was the same as the one made the day before.
 
Then the elderly woman asked him to drop his pants etc. so that she and her lawyer could see clearly.
 
The president was happy to oblige.
 
The elderly woman came closer so she could see better and asked the president if she could touch them.
 
'Of course', said the president. 'Given the amount of money involved, you should be 100% sure.'
The elderly woman did so with a little smile.
 
Suddenly the president noticed that the lawyer was banging his head against the wall. He asked the elderly woman why he was doing that and she replied, 'Oh, it's probably because I bet him $100,000 that around 10 o'clock in the morning I would be holding the balls of the President of the Royal Bank of Ireland!'
 
The origin of this Irish story is unknown, but it brings luck to everyone to whom it is sent. Whoever breaks the chain would definitely be unlucky.

Dear Sir/ Ma'am,

Today 05 Jul 2015 was the twenty first day of the relay hunger strike. The fasting at Jantar Mantar continued today with an unprecedented 80 volunteers from Punjab,Haryana, UP & Delhi who undertook relay hunger strike. The strength at Jantar Mantar today was 327 with 165 officers present. Simultaneous activities took place from Jammu in the North to thiruvananthpuram in the south and Jamnagar in the West to the seven sister states in the east. UFESM and its constituenrts A special delegation of volunteer veterans including Officers participated in the rhs on 4/5 Jul at Jantar Mantar from Uttarakhand..

The highlight of the RHS today was the presence of a large number of officers belonging to specific courses , e.g, 27, 22 37 NDA/SS and associated technical and regular officers along with their ladies. A number of 2 & 3* officers were present to show solidarity. The absence of officers of the rank of Army Cdr's and Cheif's was however glaring. The present commitment of their erstwhile coursemates should possibly egg them on to go public on the issue. More as a effect of the Chetwodian motto than anything else.
News has come in of the burning of an effigy of the FM and greeting of the RM with black flags when he visits Chandigarh next week.

Upscaling the present RHS, UFESM has received 15-20 applications from veterans across the board who wish to undertake a "HUNGER STRIKE UNTO DEATH." So far they have been desisted from doing any such thing. Once again UFESM is cautioning the GoI of matters going out of hand in case of further delay.

A delegation consisting of 6 members from constituents of UFESM will meet the RM on 6/7 July at a time to be conveyed by the RM's office.Hwever our stand on the amount of Rs 8300 Cr, the date of implementation i.e 1/4/14 without any dilution stands unchanged.Also as conveyed the question of calling off the RHS does not arise unless a date for announcement and that too without dilution is not formally communicated. The RM was informed accordingly.

A 1000 widows from Haryana have decided to write a joint letter to the PM on the early implementation of OROP. In case of a lack of response to this method of protest, they would take it to the next level.

आज 5 जुलाई 2015 रिले भूख हड़ताल के बीस पहला दिन था। जंतर-मंतर पर उपवास रिले भूख हड़ताल चलाया जो पंजाब, हरियाणा, उत्तर प्रदेश और दिल्ली से एक अभूतपूर्व 80 स्वयंसेवकों के साथ आज भी जारी रहा। जंतर-मंतर पर शक्ति आज 165 अधिकारी उपस्थित साथ 327 था। एक साथ गतिविधियों पूर्व में सात बहन राज्यों को पश्चिम में दक्षिण और जामनगर में thiruvananthpuram करने के लिए उत्तर में जम्मू से जगह ले ली। UFESM और उसके constituenrts अधिकारियों सहित स्वयंसेवक दिग्गजों की एक विशेष प्रतिनिधिमंडल उत्तराखंड से जंतर-मंतर पर 4/5 जुलाई पर RHS में भाग लिया ..

हरियाणा से एक 1000 विधवाओं OROP के शीघ्र कार्यान्वयन पर प्रधानमंत्री को एक संयुक्त पत्र लिखने का फैसला किया है। विरोध की इस पद्धति के जवाब की कमी के मामले में, वे इसे अगले स्तर तक ले जाएगा।

UFESM जोरदार शीर्षक से लेख निम्नलिखित आधार पर 4 जुलाई 2015 की एट में दिखाई दिया कि "STAND AT EASE VETERANS" निंदा करता है।
1. लेख के स्वर संसद द्वारा स्वीकार किए जाते हैं के रूप में OROP की परिभाषा mitigates।
2. कहा गया है के रूप में इन जटिलताओं अप्रैल 2014 का मसौदा सरकार पत्र की सामग्री को काफी विपरीत हैं।

Dear Friends,
 
  1. Relay Hunger Strike enters 20th Day today at Jantar Mantar New Delhi and at more than 50 locations across the country.
 
2.      There is a tremendous response from not only the Sainik Samaj but also from the civilian brethren and the youth of the country for the cause of the “Soldiers”.  Why the Govt has not yet implemented OROP,  is the question everyone is asking.
 
3.      May we request all members of the Defence Fraternity to reach Jantar Mantar New Delhi in large numbers to showcase solidarity to our cause?   It is heartening to see senior officers have started visiting Jantar Mantar and are also taking part in the Relay Hunger Strike.  On 1st July,  11 General Officers alongwith two ladies took part which included four Lt Gens (Ex AG and Dy Chief) and seven Maj Gens.   42 Regular Course (33 NDA) have informed that they, as a course will visit Jantar Mantar on 05 July 2015.  Brig Rawat alongwith three officers and 15 JCOs and ORs from Uttrakhand are sitting on Hunger Strike today. Jatha of 60 Officers, JCOs and ORs have started from Amritsar today morning for Jantar Mantar.

4.      May we request all ranks, and our supporters to visit Jantar Mantar in large numbers?  We specially request officers to come and motivate ESM sitting on Hunger Strike.  All those who, due to any reason cannot come to Jantar Mantar are requested to organize Relay Hunger Strike at respective locations across the country.
 
5.      Friends, we are executing the Agitation with the aim of getting, Justice to the Soldiers.  OROP which had been sanctioned 15 months ago by the Govt has not been implemented.


6.      Let us all join to strength the Protest Movement across the country.

We're often confronted by reports of vicious shark attacks, deepening a long-held fear of one of the most tenacious species in the history of our planet. But to what degree are sharks truly a danger to humans? The Naked Science documentary series goes fishing for answers in Shark Attacks. While definitive conclusions remain somewhat elusive, viewers are treated to a fascinating overview of the eating habits and predatory practices of these misunderstood creatures of the deep.
"There are more than 400 living kinds of sharks in the world," reports California Academy of Sciences ichthyologist John McCosker early in the film. "Thirty of those have been involved in unprovoked attacks on human beings. Actually, only about 7% of attacks result in fatalities." The standard mode of attack for sharks is to cripple prey once with a single bite, and then wait until their victim bleeds out and dies before consuming them. Except on rare occasions, this routine does not seem to apply to humans. Sharks don't typically regard humans as a source of food, and don't appear to have any interest in eating us.
 
 
The film explores the three types of sharks who are most commonly associated with attacks on humans: tiger sharks, bull sharks and, the most prominent and fearsome of all, the Great White.
 
 
One of the most famous examples of a shark attack involved professional surfer Bethany Hamilton, whose story is featured in the documentary. She lost her left arm to a tiger shark in 2003, but her attacker seemed to have little interest in returning to her once this wound was inflicted. As communicated in the film, tiger sharks are known as the garbage disposal of the ocean, as they will consume nearly any object they come in contact with. This indiscriminate feeding frenzy may help to explain what instigated Hamilton's attack, but investigators cannot be certain.
 
 
 
Why are incidents of shark attacks on humans increasing with every passing decade? At this point, researchers can only speculate as to the reasons. The most likely explanation may be a simple matter of odds; more people are swimming in waters that are populated by the predatory beasts. There is still much we have to learn about sharks, and their mysteries are as vast and as deep as the oceans that shelter them.

02 Jul 2015 was the eighteenth day of the relay hunger strike. The fasting at Jantar Mantar continued today with 45 volunteers from Punjab,Haryana, UP & Delhi who undertook relay hunger strike. The strength at Jantar Mantar today was 200 with 50 officers present. PROTEST MARCHES WERE CARRIED OUT IN ALL DISTRICTS OF kERALA, West Bengal & Karnataka. by members of NEXCC a constituent of UFESM.

A special delegation of volunteer veterans including eight officers came to Jantar Mantar from Ambala.A protest at patiala with 250 volunteer veterans was organized after a march on the roads roads up to 2 pm. Reports of burning of egffigy of Gen VK Singh at Ambala have been received.

The presence of Shri Rajeev Chandrashekhar, an Independent MP of Rajya Sabha at the site of the RHS at Jantar Mantar came as a breath of fresh air for all those who are associated with the struggle for OROP... His words of encouragement, support and steadfastness with the veterans is gratefully accepted. Adequate media presence ensured that Mr Chandrashekhar's efforts would not go in vain. We wish him well in all his futur endeavours.

A 1000 widows from Haryana have decided to write a joint letter to the PM on the early implementation of OROP. In case of a lack of response to this method of protest, they would take it to the next level.

The postponement of the commemorative function of the '65 war by HQ Western Command to 15 July has been noted. It maybe noted that review of boyciott by veterans would take place on 15 July.
Once again UFESM is cautioning the GoI of matters going out of hand in case of further delay.
