The OROP agitation and the

relayed hunger strike by

Veterans, some who are well

past 80, is now entering

dangerous territory.
 


Per reports on Social Media,

serving Faujis are likely to

observe a FAST on Kargil

Diwas, 26 Jul, in support of the

Veterans demand. If that

happens then this is a classic

case of

“Gayee Bhains Pani Mein”.

Going by BJP’s churlish past

and false promises made in

2014, it may be correct to state

that a Baniya Party like the BJP

does not know how to handle

the Armed Forces. They have

screwed up earlier too, in 1998,

when they sacked an upright

Service Chief.
 


But 2015 is not 1998. News

spreads fast. Most Faujis

including the lowly Jawan dons

a Smart Phone and is in

continuous contact with the

outside world.
 



The OROP Agitation has

definitely affected the morale of

the Armed Forces. Coupled with

Service Chiefs parading as

bemedalled Fashion Models

with seriously low credibility, it

is a recipe for disaster.
 


All earth shattering events in

the Indian Forces were started

at the Sepoy level.  A storm is

definitely brewing. The Officer

s and Generals as usual are

living in their own world.

Only the blind cannot see it.

As has been the practice since 2009, for the Tricity Chandigarh-Mohali-Panchkula, the 16th Anniversary of the Kargil Vijay Divas would be commemorated at Panchkula on Sunday, July 26, 2015 under the aegis of the IESM, Panchkula Branch. The function would be held in two parts as follows:
 
(a)                       Homage Ceremony.       Morning   1000 to 1100 H   Aprox 350 attendees expected. Tea would be served at the end.
(b)                       Candle Light Vigil.          Evening     2000 H
 
You are requested to block July 26 in your engagement calendar to attend this veterans’ function with your family and friends. This would also be a good occasion to meet other veterans  and revive old memories. Your presence is important for promoting the cause of the serving soldiers, and veterans.

Expressing total dissatisfaction with the Centre over non-implementation of the promised One Rank, One Pension (OROP) formula for the armed forces, ex-servicemen today burnt effigies of the Prime Minister, the Defence Minister and the Finance minister as a mark of protest at a rally held in Mohali today. Demanding a “date bound” implementation of the OROP instead of vague assurances, protesters said they would greet Defence minister Manohar Parrikar with black flags during his visit to Mohali on July 25 to inaugurate the Mai Bhago Armed Forces Preparatory Institute for Girls and boycott the function. Members of the Indian Ex-Services League, the Indian Ex-Servicemen Movement, the All India Defence Brotherhood, the Ex-Servicemen’s Grievances Cell, the State Ex-Servicemen Welfare Association, the Ex-Servicemen’s Joint Action Front (Sanjha Morcha) and several other ex-servicemen bodies took part in the rally. Among senior retired officers present at the rally were Lt Gen SR Ghosh, former GOC-in C, Western Command, Lt Gen RS Sujlana, former Commandant of the Indian Military Academy, Maj Gen DP Singh, Maj Gen IP Singh and Maj Gen Amarjit Singh, besides several brigadiers and colonels. “We defeated Pakistan, captured 93,000 prisoners of war and created a new country (Bangladesh) in 13 days from December 4-16, in 1971, but the Modi Government could not issue a notification for implementation of the ‘already approved’ OROP formula despite being in power for over 14 months,” a veteran said. Veterans said the government was forcing a loyal and disciplined community to resort to “direct action”, which may lead to disastrous consequences, considering the fact that many veterans had their sons and other close relations in the defence forces.

UFESM held a press conference at the press club , New Delhi today. The presser was well attended by all sections of the electronic and print media.


A copy of the press statement as released this morning is as given below.

The highlights of the statement include the following: -


1. Rhs to continue.. 


2. Escalation in the form of protest marches and other constitutionally correct procedures begin after seven days of our deadline of 15 July 2015.

 
3. All Govt run or sponsored programs will be boycotted by UFESM. 


4. Kargil Vijay Diwas will be celebrated by UFESM in our own way. 


5. A maha sangram rally will be organized in Patna in Aug 2015 to take the message of "Broken Promises" to the voters. Similar activity will take place in other states going to the polls. 


The conference was attended by heads of constituents of UFESM and addressed by Lt Gen Balbir Singh, PVSM, VSM**, Maj Gen Satbir Singh, SM, & Lt Col Inderjit Singh. The welcome address and vote of thanks were given by Brig Kartar Singh, Convener UFESM. 



At the press conference the question of OROP in real terms was highlighted by showcasing 5 cases , Two of Vir Naris, One NCO, A war decorated JCO & A war disabled Officer.

Questionds by the press were fielded by the advisors of UFESM and moderated by the convener.

The press conference was conducted by the undersigned with assistance of Ms Aparna Gupta & her team from, "Evolve Inc" and supported by C4F. Photo cover was provided by Mr Hemant Sharma.

The RHS continued for the 30 th day with 46 volunteers and over 300 prticipants.

New Delhi, 14, July 2015:


 Continuing its fight for One Rank One Pension (OROP), the United Front of Ex-Servicemen (UFESM), today announces their plan to regretfully heighten the ongoing agitation for their long standing demand, which has not been accepted by the government since more than three decades now.



It may be noted that several missives, requests and appeals some signed in blood, to the Honourable President of India who is the Supreme Commander of the Armed Forces over the last seven years remain unanswered and unacknowledged to this day.




Since the returning of gallantry medals earned by these veterans was not enough to convince the government to take action, they now plan on celebrating Kargil Vijay Diwas in their own way.




With veterans going on relay hunger strikes for exactly a month now, it is shameful to see award winning ex-servicemen, some in their eighties and nineties having to resort to sterner methods for something for which the government doesn’t even give an official statement; There is a distinct possibility that of the morale of the serving personnel getting hurt. As the days add up to the delay, the leaks in the press point to certain failures to concur with the sine qua non, stating unfounded reasons like the concern of the jawans not getting an increase of more than a few hundred rupees, this despite it being clear that the known demands put forth have been seen by all the stake holders.

There have been volunteers from amongst the ESM who have desired to undertake a fast unto death. Several more are likely to take this step if the OROP is not promptly settled. An effort is being made to dissuade such individuals from taking these step; however rage and sentiment can go overboard. 


 
To convey the message of a “Broken Promise” to the electorate of states going to the polls, UFESM plans to hold a Maha Sangram Rally in Patna in August 2015




UFESM and all its constituents will boycott all Government organized functions, This will be the next step towards assuaging the hurt of 26 lakh ex-servicemen and over six lakh widows who are the affected community of this prevarication by the Govt of India.. 




 Protest marches in conformity with the agitation will commence in one city per zone, with one city being added on every second day. It shall be orchestrated against government apathy assuring no disruptions to the general public.




UFESM has underlined its commitment to the issue and is now supported by the venerable veteran Anna Hazare . It is time that the Nation thought about the families of the brave souls who gave up their lives protecting our Great land, and remember the promises of OROP made during the Lok Sabha election campaigns, as an indicator of the thoughts of ESM on the NaMo Government having the power, yet showing a blind eye to such adverse inconsistency for more than a year.

1. Vir Nari1 Santosh Devi W/O late Sep Jagvir Singh of the Bombay Engineering group belonging to Jhajjar in Haryana. He was enrolled in Feb ’87 but due to a medical injury he could not complete his training but was medically boarded out with a minimum pension of Rs 1206/-. He died on 21 Jun 2008. He leaves behind a wife and three daughters. The widow gets a minimum pension of Rs 3500/- that too was paid to her in 2014, after a gap of six years from the date of her husband’s demise. OROP would enable her relief to a marginal extent nevertheless without it, she finds life another war for sheer survival.




2. Vir Nari 2 Smt Imrati Devi W/o Sep Het Ram of Sep Pat Ram of the Mahar Regiment. She was widowed at the age of around 40 years. She has six daughters, five married with one of still to be married. She gets a pension of Rs 3500/-. OROP would go a big way in alleviating her distress. 


 
3. NCO’s Havildar Major


Singh, of Barnala District in Punjab joined the Army in the “Y” group, in 1975 as part of 3 Sikh LI. A battalion once commanded by the former chief Gen VP Malik. He rose to the rank of Havildar while serving in all parts of the country and participated in CI operations in J&K & the North East specifically Nagaland. A bachelor he has his parents and younger sibling’s family to take care off. He has sat on Relay Hunger Strike every day since 15 June 2015. He was discharged in 1991 after completing 16 years of service. He currently draws a pension of Rs 5595/- . OROP is likely to benefit him by approximately Rs 4000/- pm + DA of 113% on the full amount or up by 82%.



4. JCO’s 69 year old


Honorary Captain Jai Singh

Rathee is a Vir Chakra Awardee for having knocked out 9 Pakistani tanks and four RCL guns as the gunner of the Regimental HQ tank during the battle of Chamb in 1971. He joined the Army in the Deccan Horse Regiment in 1965 as a sowar/ sepoy and was discharged after reaching the highest possible rank of Risaldar in 30 years of service. He was then elevated to the rank of honorary Lieutenant than Captain. He draws a pension of Rs 15,000/- pm and would see an increase of approximately Rs 1500/ - or 10%. This is due to the fact that these ranks were brought to near parity in the year 2012 while leaving out others.






5.
Officers. This 40 year old officer is a battle casualty of the 1999 Kargil war better known as “OP Vijay”. With a disability of 140 % for life, this officer who was commissioned in the Dogra Regiment in 1997, was retained in service but had to be transferred to the ordnance Corps. However after completing 10 years of service, he was found “unsuitable to continue serving further due to his disability and was invalided out of service in 2007. He gets a pension of Rs 45000/- due to its nomenclature as “War Injury Pay”. He has become a legend with his perseverance of being a blade runner who has three Limca Book of records to his credit including running the half marathon at 10000 feet. He joined the ICICI bank and was with them for four years when due to their intemperance of posting him to a station where specialist facilities were not available, despite his condition and adding insult to injury by relieving him without even an acknowledgement to his missive to the well known CEO, Ms Chanda Kochhar. The fact that OROP would help the officer in his state but may show corporate World the true value of a soldier who despite a 140% disability soldier’s on.

It was 1971 and we were at war with Pakistan. I was a teenager — an army brat. One night my father told me that we were all going to the Lucknow  station to meet a train full of troops from the front; most of them would be wounded men and we going to give them food and boost their morale. They were on their way to military hospitals to be healed.

I recall it was nighttime and at the station food and water had been organized by the army. The train rolled slowly to the platform. I was nervous. What could I say to badly wounded men groaning in pain? Why was my father insisting I should go? I might not be able to take it and disappoint my father. My mother was also going along with other officers and their wives, so I felt a little braver.


When the train came to a stop I was handed some food and water and told to go into a compartment. Inside there were men of all ages and some boys a year or two older than me but there was no groaning even though some had shattered limbs and bandaged heads and faces.

I stammered out how I valued their sacrifice and they were heroes. They smiled back and said: “Beti our work is not finished. When can we go back to the front?”

I was stunned. I had never expected this reply. Not from badly wounded men who had been patched up in field hospitals and were now going for treatment to command hospitals. Some would have their limbs amputated, others would need months of operations to repair the deadly damage done by bombs and bullets and yet they wanted to go back to complete the job!

The enemy had broken their bodies but not their spirit.

Next day, my father asked me to start going to the hospital to write letters for those who could not write home because of their wounds. In one part of the hospital in intensive care I saw a young officer whose spine had been shattered and he was clinging onto life. He died a few days later. My parents and his parents were with him. He told them he had no regrets. Though he was completely paralyzed, for me he died standing up in his boots saluting the flag of our country.

In another room there were rows of beds with jawans who told me what to write to their young wives and parents. There letters home were upbeat and again the theme was; “We are being taken care off very well. But don’t expect us back soon as we have to go back and defeat the enemy.”

As days passed some of them got impatient and started asking me to talk to the doctors to give them clearance to go back to the front. Their zeal and patriotism was stunning. I felt ashamed to be so whole and well and useless. When I asked the doctors about their queries, they told me that none of the men I was writing for would ever fight again they would have to be pensioned off. “But they are so young, I would argue. And you will make them fighting fit soon.”

Not fit enough to be soldiers I was told.

And here my wounded heroes were thinking they were going back to the army where they most wanted to be. What would the future hold for these men with their amazing spirit? Their life was the armed forces and they were wounded protecting us. What could the government do to make it alright?

In another room that was separated from the rest was a badly burnt young officer. His letters to his fiancé told her to forget about him as he was not the man she had known. He would be scarred for life. He never complained and was always grateful for my help in writing for him. His fiancé would write back and say she would marry him and no one else. That brought a smile to his face and I told him his scars would heal and he would be fit soon.

I can’t find a word  adequate enough to describe the kind of courage and their love for India, I saw day after day. All I knew was that I had grown up overnight and I would never forget the experience. I felt humbled and proud that we had men of such caliber defending our country.

Can our Prime Minister and our bureaucrats still debate One Rank One Pension?

 O.R.O.P. RALLY AT MOHALI ON 13 JULY
 
 
 
 
            We defeated Pakistan, captured 93,000 prisoners and created a separate country (Bangladesh) in THIRTEEN days flat (04 to16 Dec ‘1971), but the Modi Govt could NOT issue NOTIFICATION for implementation of “Already Approved”  O.R.O.P scheme, despite being in power for over  FOURTEEN months. It is pertinent to mention that the  Draft Govt Letter (DGL) for implantation of O.R.O.P. was prepared in APRIL 2014 , and is still lying as a  ‘Draft’  only . The Defence Minister , Party President (Amit Shah) and other functionaries have  just mouthed platitudes of implementing O.R.O.P. “SOON” but no one had given a FIRM DATE when that “SOON” would arrive.
            To press their demand of implementation of OROP, the Veterans, some in their 80s , are on Relay Hunger Strike (RHS) at the Jantar Mantar and over 50  other places across the country, w.e.f. 15 Jun in this heat and humidity , yet it has had NO effect on the Govt. Deliberate lack of response from the Govt is testing the patience of the veteran and has led to incidents like one at Bathinda on 08 July, wherein main highway was  blocked  by the Veterans . The Govt is forcing a most disciplined community  to resort to ‘Direct Action’ which may lead to disastrous consequences, considering the fact that many veterans have their sons and other close relation serving in the Defence Services. What would be the latter’s   reaction when they see, on TV screens,  their grandfathers, fathers , and other elders being roughed up by the police during the ‘Direct Action ?  Does the Govt want military discipline to break down and a revolt in the defence forces ? .  
             Lack of the Govt’s response , despite the RHS being carried out for about month ,makes it obvious that it has no intention of fulfilling promises, repeatedly made, by no less than the P.M. himself, with respect to O.R.O.P.
            To give impetus to implementation of “ALREADY APPROVED” O.R.O.P. Scheme  and show solidarity with all those thousands on RHS, at various places , a  Maha Rally is being held by the UNITED FRONT OF EX-SERVICEMEN (UFESM) on 13 July at the Dussera Ground (near Amb Sahib Gurudwara), MOHALI , at 9.30 AM onwards. The IESL, the IESM, the All India Defence Brotherhood , the Ex-Servicemen Grievances Cell , The State Ex-Servicemen Welfare Association (SEWA) and many other Ex-Servicemen’s organizations will take part.
            You, and your friends, are requested to take part in this  Maha Rally accordingly please so that its echo is heard by a deaf Govt . Considering the rainy season , you are requested to pray for dry weather but bring your umbrellas please.
