Was Mediator on OROP, But Gave up after 48 hours: Gen VP Malik

 
General (retd) VP Malik, India's army chief during the Kargil victory, revealed on Friday that he acted as mediator between military veterans and the Narendra Modi government on One Rank One Pension (OROP)issue but gave up "within 48 hours".
 
 
Gen Malik told the Hindustan Times that he refused to continue as mediator because of the “big gap between both sides on the issue”.
 
 
“I can only say that, yes, I went and tried to resolve the matter because both sides accepted it,” he said.
 
 
Asked about his views on the implementation of OROP, Gen Malik said: “It has been going on. The definition of OROP has been accepted earlier. The point is whether whatever was defined will be implemented. I will not go into more details. Let us see if the Prime Minister says something tomorrow (in his Independence Day speech).”

General Malik led India to victory in the war over Kargil in 1999 when the NDA government led by Atal Bihari Vajpayee was in power at the Centre.
 
 
Ex-servicemen have been pressing for uniform pension for defence personnel who retire in the same rank with the same length of service, irrespective of their date of retirement.
 
 
Close to 22 lakh ex-servicemen and over six lakh war widows stand to be immediate beneficiaries of the scheme. Currently, the pension for ex-servicemen is based on the pay commission recommendations of the time when they had retired.
 
 
The main dispute between the military veterans and the government is over which year's scales should be taken as the base for OROP -- the government wants to take the 2011 rates, while the veterans want those of 2014.
 
 
Both sides also disagree over the cutoff date  ( ????!!!! WHAT IS THIS CUTOFF DATE)for implementation of OROP, which would decide the number of personnel coming under its purview. 
 
 
When contacted about his stand on OROP, another former army chief, General (retd) JJ Singh said, “All I can say is that the armed forces are a disciplined force and they have been obedient and loyal. What veterans have been demanding is fair and just.”
 
 
“We are hopeful and confident that the prime minister will honour his word and address their just demand,” said Gen Singh, who was the army chief from 2005 to 2007 before he became the governor of Arunachal Pradesh till 2013.
 
The Modi government has been maintaining that it is committed to OROP, a key promise made during the Lok Sabha elections.

New Delhi:  General VP Malik, the Army Chief, who led India to victory during the Kargil War, was the Prime Minister's personal choice for mediating back-channel talks between the government and military veterans who are leading the protests for One Rank One Pension or OROP.

They say the pension for retired army officers and soldiers must be at par with what those of similar rank get now. Currently, there is a huge disparity, which means a junior officer who completes service now is entitled to a far heftier sum than someone several ranks senior, who retired earlier.

Highly-placed sources have confirmed to NDTV that General Malik, who now lives in Chandigarh, made a special trip to Delhi to serve as the liaison between the government and the soldiers community, which has been agitating for OROP for many years, only to be fobbed off by first the Congress-led UPA and now the year-old BJP government. Sources say General Malik was initially reluctant to be drawn into the negotiations, but was prevailed upon by the Prime Minister's Office and senior retired Generals.
The secret talks hit a wall within 48 hours. General Malik, according to sources, threw his hands up and extricated himself from the role of mediator because the gap between the two sides was far too wide. The crux of the disagreement lies in which pension scales should be applied in compensating soldiers - the rates of 2011, which the government wants, or those of 2014, which are naturally higher, and the choice of the military community.
There is also vast disagreement between the two sides over the date of commencement of One Rank One Pension, which would decide which officers are entitled retroactively to benefits.

According to sources, General Malik, who declined to be interviewed for this story, left Delhi in two days, unable to create a consensus. Sources say the Ministry of Defence has already issued letters saying OROP would be based on pension scales from 2014, and any rollback in this position would be unpalatable to protesting veterans. Sources also confirm that the veterans offered a compromise -they said widows of soldiers could be compensated in cash, while those of JCOs and officers could be compensated in bonds. However, the talks could not reach any resolution.

Accepting the soldiers' demands on OROP and implementing the policy as mandated by the Supreme Court would cost the government 12,000 crores - 4,000 more than what's currently estimated. IN Punjab, January is bone-chilling cold. Canals, fields, dwellings, roads are wrapped in fog which persists till the sun brings in mild respite. Way back in 1992, this proud, ancient and fertile land was however aflame: it was Punjab’s winter of desolation and discontent. Khalistan was being bandied around and terror killings were the norm. The Army, deployed in discreet support of Director-General KPS Gill’s police force, was tasked to win “hearts and minds” by its reassuring visibility and presence. The combat mode was to be adopted only when unavoidable; our focus being on assuring a hurt, anguished, hard-working people that the granary of India needed its world-class people-power to return to winning ways.
My unit was deployed in the Samana tehsil of Patiala district. It shared borders with Haryana across the Ghaggar and was considered disturbed and sensitive; being home-base for the dangerous, ultra-active Khalistan Commando Force. Showing the flag one day with my Quick Reaction Team (QRT) — eclectic all-India all-castes mix, including local Jat Sikh lads — I halted at a small hamlet, Patran, 60 km from Patiala, for a “mood-of-the-people” assessment, when an elderly man sought my help. “That bebe (elderly woman) who is selling boiled eggs on the pavement is a soldier’s widow, sir. She is near-blind, forsaken by all… Help her. Buy eggs for your men.”
I was deeply moved by the sight of the frail, spectacled, shivering old woman with unkempt, receding white hair; a torn shawl and resignation written all over her persona. A stack of boiled eggs lay in front of her in a grimy wicker basket. I paid for the eggs, asking my QRT to consume these in front of her. Her weathered face lit up, murmuring a light reproof about being overpaid. I gently asked her for her husband’s details. She looked with faded, care-worn eyes. “Kuj nhi hona saab… chhado. Tusi ande khao.” (Nothing will happen, sir, just enjoy the eggs).
Men don’t cry, of course, being genetically coded to hide public display of emotion. Instead, we got her to take out her second tranche of eggs from her ramshackle hovel and distributed these among the growing crowd of onlookers. The money she received seemed to lift some gloom from her persona.
With trembling hands and a moving expression of sepia recall, she pulled out a faded dupatta-wrapped package from her tin money box. It was her late husband’s pay book and had his photo: a beardless handsome Sapper Pioneer Sikh who had died young; and hers as a pretty lass; and barely legible ink-pen entries of his brief career and death in Africa in 1944.
 
Though overcome with the enormity of the task, I needed to prove that we cared.
 
Three months and many tears and frustrations later, the Military Pay Office finally put over Rs 5 lakh unclaimed dues into her account.
 
She was back to being a widow but one for whom recognition and financial sustenance had finally come.
 
 She would now eat eggs; not sell them.
 
As a critical spin-off, the government’s deafening silence on one-rank one-pension isn’t about veterans seeking unfair dues; it’s about people like brave widows seeking dignity and earned dues for which their soldier-husbands and peers have lived and died for.

Dear Members
 
Some ESM have been spreading false news to confuse the environment. These mails and whats ap messages have been directed against IESM. It is therefore necessary to put the facts in its correct perspective. some of the baseless issues constantly being spread and their appropriate answers are given below. 
 
 
Funds for RHS; IESM had given call for Maha Sangram rally on 14 June and RHS from 15 June 15 onwards. This call got very good response and support from environment and RHS  has been running successfully for the last 60 days and has had a telling effect on the Govt and citizen of India. Now every child in India knows what is OROP? They also know the slogan "Jis desh ka sainik sadkon par us desh ka durbhagya hai". Ex-servicemen responded to call given by IESM and contributed for meeting the expenditure of RHS and Rally. Details of contribution received and expenditure have been shared with Col Inderjeet Singh and Lt Gen Balbir Yadav and are displayed boldly at JM. Some ESM who have never done any welfare for ESM community will keep on making noise. But IESM will continue to carry on service to ESM community and will always take up their issues very strongly with Government. 
 
 
RHS Stage; IESM has been administering RHS for 60 days successfully. The RHS has had telling effect on Government. UFESM decided to complement the effect of RHS by inviting Sh Anna ji in support of RHS. Sh Anna ji accepted the invitation of UFESM and decided to hold a rally in support of RHS on 26 July 15 Kargil Vijay Divas. It was decided in a meeting attended by Col Inderjeet Singh, Lt Gen Balbir Singh, Maj Gen Satbir Singh, Brig Kartar Singh, Gp Capt Gandhi and Col Khera that sanctity of existing stage will be upheld. Sh Annaji will come to RHS stage bless the ESM on RHS and then will move to another stage built at right angle to existing stage. It was also decided that ESM on RHS will not leave the existing stage as this stage has assumed the respect of a temple.  A stage was accordingly erected touching the existing stage for Sh Annaji. However someone took a decision and erected a stage about 150yds away from the RHS stage, this was against the decision taken. As per decision taken ESM on RHS continued sitting on the original stage and more than 1000 ESM, IESM, AIEWA and AFVAI stayed put on the existing stage to cheer up the ESM on RHS. Sh Annaji understood the importance of this decision and decided to come to RHS to bless the ESM. The crowd cheered happily and appreciated graciousness of Sh Annaji. UFESM profusely thanks Sh Anna ji for his understanding and his decision to bless the ESM on RHS. Anna ji's support to RHS on 26 July 15 has increased the pressure on Government. 
 
Annaji support for RHS; Some members are making attempts to run down RHS to raise the stature of Sh Anna ji. They are in turn pulling down Annaji. By their action, they are creating doubts in the mind of citizen about the stature of Anna ji. UFESM does not have any doubts about the position and respect Sh Anna ji holds in the India. Anna ji revered in India and aboard for his services to uplift poor.   UFESM and all its constituents salute and profusely and thank Anna ji for supporting the fight (RHS) for OROP being put by ESM at JM. Anna ji's support for RHS has proved that IESM had been on right track and fighting for welfare of ESM community. 
 
OROP; Agitation and RHS planned by UFESM has resulted in convincing Government that ESM will not take any more injustice heaped on them by the bureaucrats politicians combine. Time has come for PM and the Government to fulfill their promise to ESM, Armed Forces personnel and the nation.  There has been number of back room consultations between UFESM and Government interlocutor. There has been atleast four or five meetings between UFESM and mediators.
 
 
 
Many proposals had come to water down the OROP, its definition and its implementation date. All the proposals were strongly opposed by UFESM. UFESM team was firm that there will not be any tweaking with the definition of OROP, Base year 2013-14 and implementation date of 1 Apr 2014 are sacrosanct and any change in these will not be acceptable to environment. UFESM agreed that in case Govt has some financial problems then ESM will be ready to accept bonds in case of officers and JCOs for payment but the effective date of implementation will remain 1 Apr 14 for OROP.
 
 
 
UFESM also insisted that veernaris, ORs and NCOs must be paid immediately as per approved definition and approved date. It has also been reiterated that all future enhancements to be passed on to past pensioners is mandatory clause in the definition of OROP and any change in this clause will be strongly resisted. At the end it was made clear to Govt that OROP as per its approved definition may be given with grace and these negotiations/bargaining for small amounts on  behest of bureaucrats do not add to stature and prestige of ruling party. PM must announce OROP as per its approved definition and agreed implementation date from ramparts of Red Fort on 15 Aug 2015 and earn good will of Armed Forces Personnel, ESM and citizen of India. 
This is issued to clarify and clear the smear campaign being spread by some interested ESM who are only serving their selfish interests and misguiding the environment.
