"The issue of OROP has been pending for four decades. However, the Rs 500 crore announced by earlier government were not based on any thorough calculation," Parrikar said.
NEW DELHI: Government today announced acceptance of the long-pending demand for 'One Rank One Pension' but the ex-servicemen who have been on agitation rejected the key details of the decision and said their 84-day long stir will continue.
Defence Minister Manohar Parrikar announced here that the government has decided to implement OROP under which there would be revision of pension every five years as against two years demanded by the ex-servicemen.
The base year would be calender year 2013 for calculation of the OROP and it will be implemented from July 2014, Parrikar said while making it clear that ex-servicemen who have taken voluntary retirement would not be eligible for the scheme.
The government is also setting up a one-member judicial committee to work out details of implementation of the OROP which will file a report in six months, the Minister said.
Reacting to the announcement, leader of agitating ex-servicemen Maj Gen (retd) Satbir Singh said while the veterans were satisfied with Government's intention to implement the OROP, they made it clear that the proposed benefits were not acceptable to them.
Rejecting the provisions for pension revision after every five years and keeping those who take VRS out of the scheme among others, Singh said, "According to us government has accepted one of our demands and rejected six...at this point we cannot withdraw the agitation based on these details."
1.The Govt has announced the implementation of OROP through the statement made by the RM on 05 Sep 2015.While we appreciate the decision of the Govt, there are a member of serious shortcomings in the statement of RM which will dilute the grant of OROP as per the approved definition. These shortcomings are givens below:-
·Issue of VRS was wrongly brought in since in the military we have no rpt no VRS. We have Premature Retirement (PMR) where the defence personnel are allowed to retire after a given term of service to keep the Military young and other factors. OROP must be made applicable to all PMR retirees without any ifs and buts.
·The approved definition requires that any change in the rate of pension is to be automatically passed to the past pensioner. Since, there is a change occurring every year due, to various factors, the equalization of pensions is required to be carried out once every year say on 01 July. The Govt has stated that it would be done every five years which will defeat the very definition of OROP and will dilute the same. Many senior defence personnel will start drawing less pension than their juniors which is in contravention of the SC judgment.
·During our discussions with the Govt, Base year 2013-2014 was accepted. This means that all past pensioners are to be brought up to 31 Mar 2014. The Govt has now stated calendar year 2013 and that too average pension of the calendar year. This will consequently deprive the pensioner of atleast one increment.The base year should be changed to 2014-2015 since the Govt has changed the goal post of granting OROP instead of 01 Apr 2014 as per earlier Govt orders to 01 July 2014. However, we are prepared to accept 31 Mar 2014 and not the average of the calendar year 2013.
·Another important issue is regarding granting OROP pension taking into account the top of the scale. RM, during earlier discussion had accepted top of the scale for all past pensioners for the convenience of its implement-ability. RM has now stated that it would be average of the scale.This must be corrected to the top of the scale.
·OROP is a concept in perpetuity and should be stated so in the Govt letter.
·Implementation of OROP is independent of 7th CPC or any future CPCs. The Govt approved CPC awards should integrate with OROP and CPC must not adjudicate or interfere with the grant of OROP.
2.Friends, in order to showcase our solidarity a SAINIK EKTA Rally is being organized on 12 Sep 2015 at Jantar Mantar from 10 AM to 3 PM . All ESM of India must attend this Rally in large numbers to strengthen protest Movement and Relay Hunger Strike across the Country.

1. My email about the Jai Chand among the ESM, Brig Kartar Singh, as to how he successfully convinced some elements of UFESM to denounce the ongoing agitation has been put by some of you or your family members on Whatsap and has reached “The Jai Chand”. He was shocked and started arguing with those ESM who had submitted to Jai Chand. The actual language of Brig Kartar Singh was - “Arey Tum Logon ne mujhe mervadia. Mera Nam REPORT MY SIGNAL mein kaise aagaya ”. Members, please keep up the good work and bombard all social medias with similar messages to expose these “Jai Chands”. 2. Col CJS Khera, a dear friend of mine and main organiser of Sanjha Morcha and UFESM websites, rang up to find out the truth about Brig Kartar Singh. I gave him all the information. He was shocked that how Brig Kartar Singh fooled all of them. He then also informed me that Brig Kartar Singh had convinced the gullible ESM to formally register UFESM. Without the knowledge of Col Khera, Col Khera has been named the Chairman (or President) of the newly registered UFESM. As you know earlier Lt Col Inderjit Singh was unanimously nominated the Chairman of UFESM. 3. Col Khera, very kindly, own his own, has committed to me that he will remove all notices and information from Sanjha Morcha and UFESM websites regarding calling off of the ongoing agitation and the forth coming Maha Rallies. It is very good news for all of us. 4. One more thing I must inform you all. When the last Parliament session had just started, Brig Kartar Singh assured us that Government is soon going to pass a resolution that Armed Forces Pay and Pensions cannot be compared with any other organisation. I fully trusted his statement as in my presence RM had made a similar statement on 01 Feb 2015. I was keenly waiting it to be announced. Of course it never happened. Probably the Babus managed their way against any such move. Now it will be comparatively easy for us to sort out this Jai Chand, Brig Kartar Singh. The Doyen of OROP, Lt Col Inderjit Singh, who was unanimously nominated as Chairman of UFESM, when it was first raised, is still at Jantar Mantar every day on his wheel chair and he fully supports the views and actions of Maj Gen Satbir Singh and his supporting team. I once again appeal to All The Members of "REPORT MY SIGNAL" to kindly bombard all the social medias to expose the dirty games being played by the Babus and dirty politicians to deny justice to Armed Forces Veterans and Veer Naris. Dear Veterans
The efforts of all veterans at Jantar Mantar continue with full spirit and josh! We have now reached the stage where we need the last push to achieve our rightful dues. Please remember:
we are not demanding anything! We are only saying that the Government needs to honour their own decision in the Parliament, in letter and spirit. Unfortunately, those who ought to be more sincere about the welfare of the nation continue to sleep-walk through their chores!
At the same time, an "industry" has sprung up amongst the "Jaichands" of Ex Servicemen, which has now started getting hyperactive! Whenever any Rally is called for, there are four or five individuals (and just about anyone can identify and name them!) who always start the rumours about the Rally having been postponed or cancelled.
Preparations for the सैनिक एकता Rally on Saturday,
12th September are going apace and we are getting confirmations of many vehicles that are coming in tomorrow onwards, bringing in all the faithful ESM from Punjab, Haryana, Uttar Pradesh, Rajasthan, Uttarakhand and many other places. All are welcome to be here and help in clearly demonstrating our united strength!
These very "rumour mongers", who have NEVER been part of the action at Jantar Mantar, had a private conclave where, with the authority of irresponsibility, decided that everyone who was not interested in politics of the situation and in acrimonious shouting -- like all representatives of IESM and IESL -- were to be 'evicted' from UFESM! Those who have been visiting our holy site of the Hunger Strike will vouch, we have been more interested in ensuring smooth and comfortable running of these efforts rather than anything else.
The "rumour mongers" seem to have started a new one today: that Maj Gen Satbir Singh has gone away to Pune! This couldn't be further from the truth: because, Gen Satbir Singh was very much there at Jantar Mantar till well after 1700 hrs and is very much here, still!
Once again, may we request everyone to make a concerted effort tomorrow and the day-after to ensure and make the Sainik Ekta Rally a success, to remind those that matter to pay attention to full sanction of OROP.
Kindly spread the word -- as given in the two attachments herewith: these are the advertisements that are being printed on Pg 3 of Hindustan Times and The Tribune, Punjabi Tribune, Dainik Bhaskar and Hari Bhoomi tomorrow.
Whilst the Government has announced acceptance of the principle of OROP, there are serious drawbacks that the country needs to know to appreciate why the agitation has not been withdrawn.
OROP implies “Same Pension for same rank, for same number of years of service rendered, regardless of when retired and any future enhancements in rate of pension to be passed to Past Pensioners automatically.”
There are many contradictions in what has been announced by the Government and what actually comprises OROP:
1VRS : Government has created avoidable confusion by including
‘VRS’ in their announcement as VRS does not exist in Defence Forces. However, those who have taken Pre-Mature Retirement must come under OROP.
2 BASE YEAR : After having agreed to FY 13-14, the
Government has now gone to some never-heard concept of middle of calendar year!
3.ANNUAL EQUALISATION: This is the very core
of OROP in order to ensure that no Senior ever gets less pension than a junior and cannot be ignored by making equalisation every five years.
4 ONE-MAN COMMISSION: If the Govt were to
agree to all the points put up by ESM, there would be no need for any Commission. However, if unavoidable, it must be a Committee of five: three ESM, one serving member and one person nominated by RM and the report must be submitted in one month and NOT six months.
5 AVERAGE OF PAY SCALES: The Defence Minister had earlier assured that pensions would be taken from “top of the pay scales” whereas now, the Government seems to have gone to an unknown concept!
6 OROP INDEPENDENT OF CPC: Whatever
awards accrue from OROP must be totally protected from anything that Central Pay Commissions may give to Central Government employees.
7 OROP CONCEPT ‘IN PERPETUITY’:
Everything that is given to Defence Forces pensioners are given in perpetuity for all times to come. Changes proposed by Government will not save any significant amount of money for the Nation but will definitely dilute and distort the definition of OROP which the Ex Servicemen have been seeking for last 40 years.

WE will be damned if we accept this as OROP. It's much better without the OROP in the long run (check the calculations for say Jan 2017). Let us not get fooled by the bureaucrats/politicians. Repeating my last post -- OROP is a hoax prior to Bihar election. ""THE ESM / MILITARY WILL REGRET THE DAY THEY ASKED FOR OROP". If the letter of granting OROP with clarification is not out before bihar election; be assured that the ESM/military have been fooled/...SXXXXED by this govt. so let us make BJP loose Bihar election. That's the only language they understand. Let us tell our brethren in Bihar not to vote for BJP and they should also tell their family members/relatives. Please pass on this message to every one u know. It is the common man who joins the military. Children of political leaders/bureaucrats do not join the military(unlike in other countries). So these political leaders/bureaucrats are least bothered about the military people and they will always neglect the military forces. AND some day unforeseen things will happen (Do i need to say what -we had been under foreigners rule for 1000 yrs because of this).
