Fear of Bihar Polls forced PM Modi to announce a mutilated OROP

The movement exposed how political parties hoodwink Armed forces

Many of them are ready to come to Bihar to campaign against BJP, though, not ready to join any other party




One Rank, One Pension that is OROP, existed in India till 1973, (veterans were given OROP since 1947 for the next 26 years.). Then the 3rd Central Pay Commission arbitrarily reduced the pension of military veterans from 70% of pay to 50%, discontinued OROP and automatic yearly revision of pension without any justification.

Old demand to restore OROP, picked up and result is in front of us. It threatened present ruling party in coming Bihar Poll and it was forced to announce some mutilated OROP!

Yet, this movement exposed how ruling class and its parties harp on and use the sacrifice of Armed forces to further its narrow minded and aggressive nationalism and how it uses general peoples' sentiments attached with Armed Forces to hoodwink the Indian Masses but act with disdain when it  comes to meeting their demands


OROP brought a large section of retired personnel, especially Jawans, PBOR (Person Below Officer Rank, which also includes Havaldars and JCOs) as well on road to protest denial of OROP at Jantar Mantar and elsewhere! These personnel by nature are docile to the authorities (Except in war), as has been grilled among them to be disciplined and obedient! In fact, it will not be outrageous to say, majority of them, 

specially the higher officer class, are sycophants!

This quality becomes inherent into them, as promotion in a strict pyramid structure, demands such quality and even “officially” inculcates into them in name of loyalty, which is recorded into their ACRs every year or less than that, if the recording officer changes!


This brings ambition into their better halves and some level of sycophancy in them also, very clearly visible in the official parties!


I heard many talks by these personnel, including jawans from all services, who were eager to convey their feelings to the rest at Jantar Mantar. Most of them had voted BJP, as there is(Or was) a general feeling that this party and RSS was for the country and as such pro Armed Forces,
but now felt betrayed and talked against BJP.

By any chance they were not favouring Congress or even AAP, which they said are for the “Bureaucrats” as opposed to the Armed Forces and some even mentioned the “Ruling class”!

Many of them are ready to come to Bihar to campaign against BJP, though, not ready to join any other party!!


Unity among Jawans & Officers (Who are forced to retire at younger age, compared to their civilian partners) was unique in this protest, as both saw opportunity, for a substantial rise in their pension and regular revision, to enable them to live a respectable and decent life, in a world where inflation and unemployment is natural!

Incidentally, Jawans are scared of officers in all 4 services (4th one is Coast Guard) and even loath them, which is visible more distinctly in recent times! I noticed an incident, where blood was needed to an officers’ wife, and same was circulated in nearby units, but not a single jawan offered himself, while in another case, blood was needed for a jawan, dozens of them volunteered!

This was sensed by BJP and quickly, they erected another tent, just diagonally opposite to the present group demanding OROP, and on banner they wrote “Jawan, Havaldar, JCO”, demanded equal pay to that of officers and OROP! They claim, their sacrifices are more than that of officers and deserve better compensation! On the day, when Defence Minister announced OROP on 05 Sep, 2015, they were the ones, who distributed sweets and announced end of movement but continued, when they saw other group led by General Satbir Singh continuing movement for the implementation of all clauses!


Government’s OROP excluded those who had taken Pre Mature Retirement (They called it VRS, without any scheme) after 15/20 years of service due various reasons(An estimate says they are 40% of total retired personnel, that is, veterans)!


Though, later, PM Modi announced, that those who were “forced” to retire prematurely, will also get OROP! His assurance lacked clarity, yet was welcomed by both factions but now they want it in writing! It further said, next review will be after 5 years that meant, till 5 years, One Rank One Pension will go for toss!! There are many other anomalies in promises and declaration!


Whatever the logic for OROP, denied by the politicians, based on the recommendations of bureaucrats, was accepted by the previous government and now promulgated(Yet to come in writing) by the present one, has only intensified the discontent of veterans and even in serving officers and Jawans, as they are sympathetic to their retired brothers and see their own future!


Further delay is dangerous but same time, if one visits Jantar Mantar, and hears them, one realises how offended are these personnel, helpless as well and many of them will like to join politics, not part of any existing political party, but create a new one but they know, they will not be successful due lack of number and cohesiveness!  They lack any revolutionary binding ideology!

A people’s party, working for a people’s democracy, must understand the sensitiveness of this commotion; veterans are not a spent force but capable of starting a new fire among the serving ones. Most of them belong to peasants’ family and middle class of rural and urban India! They are politically naïve and lack any class consciousness, as trained and desired by the ruling class but have latent force!

This issue must be handled carefully and keep the military (A necessary evil, but useful for the ruling class and nation in present time, as most disciplined and potent force) under control! We have bad examples in our neighbour and one does hear of desirability of Military Rule, which is not at all desirable from any angle!

Recently, I was in Baroda, a city in the Indian state of Gujarat, for conducting workshops on Indo-Pak peace building in schools and colleges. In one school, while we were waiting for the teacher concerned in the reception area, two people started talking to us. One of the persons was from the Indian Army. When he got to know about our joint Indo-Pakistan Friendship Initiative Aaghaz-e-Dosti and about the subject of our workshop, he smiled and asked us, “Indo-Pak conflict is a dispute between the political actors of both sides so what is the role of the people in it?”
I found it interesting to share this as his reaction was contrary to what is ‘expected’. While the media and politicians use the death of an innocent soldier for their own advantage and blame the other side, this army person who is the victim of this conflict did not blame Pakistan or show hatred towards it. He only reiterated that this is more of a political conflict claiming lives of the innocent.
However, his reaction is not in isolation. While it did surprise me as I had expected that he would show some form of negativity, this was not the first time I heard a soldier’s perspective and desire for peace. Few years back, during an auto ride, the driver who was from a border village in Rajasthan told me about his recollections of seeing the interaction between soldiers of India and Pakistan stationed near the border. He told me that they would be very friendly towards each other and would also share food at night. Looking at my surprised face, he had remarked that this conflict is decided and regulated by Delhi and Islamabad, not by these soldiers whose only role is to kill or get killed.
At that time when I heard him, I wished that people who find opportunities to question peace activists and especially acquire a form of legitimacy during a border skirmish could listen to him. This is not to say that people who advocate for “tit for that” or more hatred to counter hatred are those who care about soldiers. For, if this was true then we wouldn’t have people like Harish Kapadia, an Indian mountaineer who had lost his son in the Siachen conflict and now is working to end the conflict by advocating for peace and dialogue.
If it was true, we wouldn’t have had people like Admiral Ramdas, who had served as the Chief of Indian Navy, to be such a staunch supporter of Indo-Pakistan peace. Admiral Ramdas has been the founding member of several Indo-Pakistan peace initiatives. He had also extended support to Aaghaz-e-Dosti through his message in its annual peace calendar. His message was: “The year 2015 gives us yet another opportunity to resume the Indo-Pakistan dialogue to bring permanent peace in South Asia. Although geography and identities have changed, we have a shared history and we must build upon this, focusing on greater trade and exchange of people-to-people visits for a better future.”
The annual Indo-Pakistan calendar was also launched in the artillery centre in Nashik, a city in the Indian state of Maharashtra. Among the chief guests were Commandant Brigadier P.R. Murli and Colonel Augustine M.T. The army persons had not only extended their solidarity, but as a mark, the calendars were also displayed at the headquarter of All India Artillery Centre.
Thus, the politics over the death of solider who is a humanbeing above any other identity and the resultant jingoism is misguided and not something that the victims (soldiers) themselves approve of. The conflict has to end, and that is the only solution that we need to work towards. Soldiers are victims of this conflict and anyone who claims to respect soldiers should demand a peaceful solution emphasizing on meaningful and consistent dialogue and not war which involves their killing.

“The First Step On The Way To Victory Is To Recognise Your Opponent…..”

Put aside for a brief moment the wave of OROP that has swept the country.
Put aside the lessons learnt about how little your country men actually know about the Armed Forces.
Do not not dwell on what was promised & that which was eventually offered.
Cast aside the pain of how you were talked down to by people who know nothing about your lives & you. Easy with keyboards clicking ‘respect’ & ‘disrespect’ one day to the the next. Snug safe & smug with limited information.
What hope of understanding from people who do not even know that successive governments over six decades have fought disabled soldiers in court ?!
Don’t waste your time explaining how the Babu has appropriated Rs.22000 crores AND it is reviewed EVERY year too. The tax paying citizen not being any the wiser…..
Those who grudge your medical facilities don’t know they have been paying for the Babu’s Sloan Kettering & other such like medical centres bills for years.
Ignore the accusation that you are being unreasonable & demanding – when all you are asking for is a restoration of your rights…..
Why not use this rage that has overwhelmed you ?
The realisation that offering your life is just not good enough for them.
( Remember you get ‘free’ rum )
Take a deep breath & focus on the goal ahead. And work on how it is to be achieved.
Identify the road block & how you are going to overcome it.
What brought about the degradation & de scaling of your service conditions right after a victorious war?
Who brought it about ?
Who benefited over the years from your slide ?
Who is in control of your lives that are willingly sacrificed – no modern equipment not adequate
clothing but expected to fight a 21st Century war in hostile terrains ? The Babu delays- bargains & scouts for every piece of silver in commission of armaments & equipment unmindful of lives lost & soldiers maimed meanwhile.
Who stays when politicians come & politicians go ?
No matter which way you look at it.
Your answer will be the Babu.
So Veterans using football parlance.
Mark Your Man.

Keep one Babu in your cross hair.
Check his history. Check his reputation. Check his credentials.
And if he is like most of his breed ….Work towards proving his crimes naming him & shaming him.
Behind every scam of mind boggling numbers is our Babu.
He shows the way – he sniffs the opportunity & facilitates the process for the politician.
It’s about time you called his bluff & exposed him.
If those who have fed on the fat of the land can surreptitiously & quietly take what is a brave &
honest man’s right – why should you let him get away ?
Why should he speak with his forked tongue for you ?
If you can be ordered to fight & shed blood why do your political masters find it below them to speak to you directly ? And why aren’t you on those committees that decide your lives & working conditions ?
Make the Babu work for his living. Like you do for yours.
For a highly professional lean & fit military you are put through the paces – whereas you know competent or incompetent the Babu can only go up.
So help remove a leech from the system. A termite that’s hollowing the core.

If OROP is not given to you why should it be to him ?
Mark your Man.
Why must the funds for OROP be taken from the silent & helpless ? Why does the PM feels he has to snatch from the poor to give it you ? Why not stop instead the loot of the Babu ? Take it from his carefully nurtured money draining turfs. From Air India – failed PSU’s or if push comes to shove check their box beds !
This is not a war with Pakistan or China.
This is a war with the enemy within. The Babu.
Your last assignment again in the service of the Nation.
Expose only one lakh of them & you’ll have OROP many many times over !
Mark Your Man.
Meanwhile re strategise your OROP demand. Don’t back off or another forty years will be lost.
Agitate when necessary. Negotiate where you can.
But.
Mark Your Man.
The serving soldier will remember you for ripping off the mask off the enemy at home who plots while his back is turned.
And if you can – convey to the political class a simple message.
Pay heed.
Read what is put before you. Check. Double check what is being done in your name.
Remember you stand for elections.The Babu only laughs all the way to the Bank.
