I am proud to be an air warrior. I have gallantly served for 30 years in Air Force and am proud of it.
I was happy in our last meeting with you in which you had informed us that you had written a strong letter for early approval of OROP as per its definition.
You are aware that ESM have been agitating at JM for 111 days for approval of OROP as per approved definition. We were shocked and surprised on the attitude of PMO/MOD officials when they stubbornly refused to accept approved definition of OROP. I am sure you are aware that if an article in budget is approved by Parliament it is applicable from 1 Apr of that year. OROP and its definition has been approved in two budgets, two parliaments and has become a law and is applicable from 1 Apr 2014. No one repeat no one has any authority to over rule budget passed in Parliament. It is now a statute. No one repeat no one has any authority to dilute/distort its definition. It is for your information that approved OROP has seven severe anomalies and is not acceptable as announced on 5 Sep by RM.
ESM community was shocked and surprised on 5 Sept with the announcement of OROP by RM flanked by three chiefs.
It gave a feeling that it had approval of all three services.
RM was uncomfortable with the clause of VRS, but some how ESM did not feel that three chiefs also did not approve of this clause which was included at 2335 Hrs at night of previous day.
Your silence on the issue is disturbing.
I am sure you are aware that services will be loaded with personnel who have lost will to work and you will land up with inefficient fat in the service. Would you like to leave an inefficient service for your inheritor? If yes remain silent, and if no, I urge you to speak.
14 Aug 2015 was a very sad day in the history of India when your ex-colleagues and seniors were manhandled and even lathi charged by police/NDMC at JM on the pretext of security for Independence day.
Every one knows the truth that Govt ordered their removal as the agitation was becoming an embarrassment for the Govt. The attempt miserably failed and has been criticized world wide. But our Chiefs of Armed Forces remained silent and have not even registered their disappointment with the Govt.
Please understand the men you are commanding today will be with us at JM tomorrow.
I have no complaints with Air Force and my brothers but I would like to convey my disappointment with the way Govt has been treating the ESM and hence send my regrets to attend any function planned for Air Force Anniversary.
Me and my wife will not be attending any function on the anniversary celebration of Air Force.

Air Chief Marshal Arup Raha PVSM AVSM VM ADCRespected Air Chief Sir,Thanks for your invitation for Cocktail party at AF Auditorium on 05.10.15, in connection with AF DAY celebrations.It is a golden opportunity which should not be missed because once in a year we meet our old colleagues at one place & mutually update our experiences. Therefore, I don’t remember to have missed any such function ever since I retired from IAF in 1987.Sir, you are aware that
a diluted & distorted OROP was announced in a PC on 05.09.15 by RM, flanked by three Service Chiefs. Sensitivity & importance of OROP issue can be adjudged from the fact that GOI felt the need of presence of all three Chiefs during PC. Every one is at liberty to draw his own conclusion at this enactment.I feel that presence of three Chiefs during PC was a last minute decision for obvious reasons and that Chiefs were kept in dark with no prior knowledge of actual contents of PC announcement. Otherwise among other things, the words like VRS would not have found place in its text.I do understand that your presence during PC might have been a disciplinary compulsion. But the whole enactment of PC has projected a misplaced impression that all three Chiefs are fully in unison with GOI with whatever was announced in the name of ‘OROP’.
I feel it must have hurt feelings of ESM community including those who are likely to become ESM in near future.Sir, you might be doing your best to ensure that OROP is not diluted or distorted as and when final notification is issued.
But I personally feel that your efforts in the capacity of CAS or CoSC to give impetus to the right cause of undiluted & undistorted OROP are not tangible.Kindly remember that ESM, while in service, had looked after the welfare of present serving community (including its Chiefs). It is now the moral duty of serving community (including its Chiefs) to boldly support, without any hesitation whatsoever, to the peaceful agitation of ESM, which in fact is also in the future interest of the serving community under your command.Sir, may I request you to extend your whole hearted most needed support at this moment for rightful cause of OROP, in your own way as deemed fit so that we can earnestly enjoy such like Cocktails in future and for which ESM will ever remain grateful to you.With respect, I submit that I am a member of UFESM, which is spearheading peaceful agitation of undiluted OROP. As a result of call given by it, I and my wife politely regret to decline your invitation.In advanced age of computerization, GOI is delaying OROP notification under one pretext or the other.
