Weak Finances May Lead to Deferment of OROP Scheme


The Centre’s weak finances may force it to defer the implementation of the One Rank, One Pension (OROP) scheme for the armed forces to the next fiscal year, sources said.

The Centre’s weak finances may force it to defer the implementation of the One Rank, One Pension (OROP) scheme for the armed forces to the next fiscal year, sources said.
Under OROP, a uniform pension will be paid to armed forces personnel, who retire at the same rank after the same length of service, regardless of their date of retirement. Additionally, the government announced that these benefits would be given retrospectively from July 1, 2014, with arrears to be paid in four half-yearly installments, with pensions re-fixed every five years.
The OROP scheme will add to the government’s fiscal burden due to a higher pension outgo. It estimated that the one-off hit due to arrears could be `10,000-`12,000 crore in FY16, if the scheme is implemented this year. The recurring annual additional cost will be in the region of `8,000-10,000 crore, and could increase in the future after pay structure is revised based on the award of 7th Pay Commission. The Pay Commission report, which is due by December end, would reset the salaries and pensions of central government employees.
With a potentially lower divestment proceed (possibly half of the target of`69,500 crore) and an anticipated shortfall in tax collections of about `50,000 crore putting the FY16 fiscal deficit goal of 3.9% of GDP difficult, the government seems to have made up its mind to start OROP implementation to next year, sources said.
The government has not yet set up a one-member judicial committee to examine the interests of retirees of different periods, different ranks and address inter-service issues of the three armed forces. The panel is supposed to give its report in six months.

Defence minister Manohar Parrikar has said the government will issue a long-awaited notification that will clarify the specifications of the One Rank One Pension (OROP) scheme after the Bihar assembly elections. The notification is likely to be issued before Diwali. Parrikar said an announcement will be made after the Election Commission's model code is lifted in Bihar where the five-phased assembly poll is going on.

Arun Shourie accused Prime Minister Modi of managing headlines instead of economy, saying that such an approach would not work in the long run.







New Delhi, Oct. 27 (ANI): Training guns on Prime Minister Narendra Modi-led NDA government, former Union Minister Arun Shourie accused the former of managing headlines instead of economy, saying that such an approach would not work in the long run.
Speaking at a book launch event yesterday, Shourie also mocked the NDA government by saying that it was nothing but 'Congress plus cow'.
"There is a clearer belief that managing economy means managing headlines about the economy and this is not really going to work," Shourie said.





"The way to characterize the policies of the Government is Congress scaled plus a cow," he added.
He also said that the Prime Minister's Office (PMO) was never as weak as it was now.
"I feel there was never a weaker a PMO as now... There has never been as great a centralisation of functions, not power, of functions in PMO as now," he said.
Shourie further said that looking at the way economy is being managed, people have started recalling the days of former prime minister Manmohan Singh.
"Doctor Singh (Manmohan Singh) ko log yaad karne lag gaye hain (People have started recalling the days of Manmohan Singh)," he added. 
Shourie in 'pain' for not being part of Govt.: BJP
The Bharatiya Janata Party on Tuesday brushed aside former Union Minister Arun Shourie's statement that Prime Minister Narendra Modi 'managed headlines instead of economy', saying that the former had made such a remark since he was in pain for not being a part of the NDA Government anymore.






"All I can say for our former colleague Mr. Arun Shourie is that somewhere, his pain of not being in the government anymore is being reflected through his career nationalism," BJP spokesperson Siddharth Nath Singh told ANI here.
Minister of State for Minority Affairs Mukhtar Abbas Naqvi also slammed Shourie saying the effect of the current company he was in, was showing through his words.
Speaking at a book launch event yesterday, Shourie mocked the NDA Government saying that it was nothing but 'Congress plus cow'.

The Congress Party on Tuesday welcomed former Union Minister Arun Shourie's remarks on the NDA government, alleging that the current government had done nothing but making false promises in its 16-month rule.
Congress leader Pramod Tiwari even lauded Shourie, saying that that latter is known for standing by the truth.
"What he has said is the reality, Congress has always been saying this. This government has done nothing other than making false promises to people in last 16 months. They have been keener of making headlines than running the government," Tiwari told ANI.
Meanwhile, Congress leader Manish Tewari echoed similar views and said that people were indeed missing former prime minister Manmohan Singh's regime.
"The way the current dispensation has unleashed anarchy in the last 17 months, people are missing days before they (NDA) came to power. I agree with him that people are indeed missing Dr.Manmohan Singh," he said. (ANI)

Gaius Julius Sohaemus, also known as Sohaemus of Armenia and Sohaemo (Armenian: Սոհեմոս, Greek: Γάϊος Ἰούλιος Σόαιμος, Sohaemus is Arabic for little dagger, flourished 2nd century) was an Emesene Prince and Aristocrat from Syria who served as a Roman Client King of Armenia.


Sohaemus was a prominent person in the Roman Empire in the 2nd century from the Syrian Roman Client Emesene Dynasty. He was a monarch of Assyrian, Greek, Armenian, Medes, Berber and Roman ancestry. The novelist of the 2nd century, his contemporary Iamblichus claims Sohaemus has his fellow-countryman. Iamblichus calls Sohaemus as an Arsacid and Achaemenid, in his lineage and was a descendant of the Median Princess Iotapa, who was once betrothed to the Ptolemaic Prince Alexander Helios. Little is known on Sohaemus’ family and early life prior to becoming King of Armenia. Before becoming King, Sohaemus had been a Roman Senator and served as a Consul in Rome at an unknown date.


In the year 144, Sohaemus succeeded Vologases I as King of Armenia. The circumstances leading to his appointment to the Armenian throne is unknown. Sohaemus was a contemporary to the rule of the Roman emperors: Antoninus Pius, Marcus Aurelius, Lucius Verus and Commodus of the Nerva–Antonine dynasty. In the first reign, he ruled from the years from 144 until 161. Not much is known of about his first reign. The novelist Iamblichus living in Armenia at the time of his rule describes his reign as ‘in succession to his ancestors’. This statement can also refer to his former ancestor Sohaemus of Emesa who lived in the 1st century.


In 161 Vologases IV of Parthia, son of the legitimate King Mithridates IV of Parthia, dispatched his troops to seize Armenia and eradicated the Roman legions stationed in the country under the legatus Gaius Severianus. Encouraged by the Spahbod Osroes, Parthian troops marched further West into Roman Syria. After Armenia was seized by the Parthians, Sohaemus became a former ruling monarch living in political exile, possibly living in Rome. Sohaemus was well known in Rome and there were rumors in some quarters that he was not the right man in the right place.


On Roman terms, Parthia had made peace with Rome, Sohaemus was installed as King of Armenia by Lucius Verus in either 163 or 164. The ceremony for Sohaemus in becoming Armenian King for the second time, may have took place in Antioch or Ephesus. In 164, Latin coinage were struck in Armenia with the inscription L. Verus. Aug. Armeniacus and on the reverse Rex Armen(ii)s datus. The time of his second reign is unknown. Sohaemus reigned from 163 perhaps up to 186. Sometime during his reign, Sohaemus was expelled by elements favorable to Parthia. Sohaemus was expelled because a man called Tiridates stirred up trouble in Armenia who had murdered the King of the Osroenes and had thrust his sword in the face of Publius Martius Verus, the Roman Governor of Cappadocia when he rebuked for it. Tiridates only punishment for his crimes was to be exiled to Roman Britain, by Marcus Aurelius.


As a result of Sohaemus’ second expulsion from Armenia; Roman forces went to war with Parthian soldiers. Parthia retook most of their lost territory in 166, as Sohaemus from his expulsion retreated to Syria. After Marcus Aurelius, Lucius Verus and the Parthian rulers intervened in the conflict, the son of Vologases IV of Parthia, Vologases II assumed the Armenian throne in 186.


It has been suggested that the Garni Temple in Armenia, may have been the tomb probably belonging to Sohaemus, based on the construction date as the temple was probably built in 175. The Emesene prince, Julius Alexander may have been the possible son of Sohaemus. Sohaemus is played by Omar Sharif in the 1964 film The Fall of the Roman Empire
