Is Pak Army Using Nawaz Sharif As A Bait In Its Engagement With India?

It is unthinkable to believe that Pakistan Prime Minister Nawaz Sharif could have walked even a step, leave alone walking the whole distance, in having his first summit with Narendra Modi thirteen and a half months later in Ufa (Russia) on 10 July without the express permission from Rawalpindi, the seat of military power in Pakistan.

 
He did.


 
It is unthinkable to believe that Nawaz Sharif could have agreed to the language of the India-Pakistan statement, jointly read out by the two foreign secretaries, which looks like a draft by the Indian foreign office.

 
He did.

 
What does it mean? For the Pakistani civilian government? For the Pakistani military establishment? And for Pakistan on the whole?

 
The India-Pakistan summit in Ufa is regarded as Indian diplomatic victory at the expense of Pakistan. It put on record several Indian concerns and made a specific mention of expediting the 26/11 trial without any reference to the K word.



Nothing could be better than this for India!


 
The question is: can this happen without the prior approval and blessings of Rawalpindi. It is highly unlikely.


 
In fact, the likely scenario is that the Pakistani military establishment is firing the gun from the shoulders of Nawaz Sharif, knowing well that it is the credibility and image of Nawaz Sharif, not theirs, which is at stake.


 
An Indo-Pak statement, jointly read out by the two countries' foreign secretaries at a joint press conference is too good to be true, after all!

But wait!

What if it is a pre-meditated strategy of the Pakistani military establishment!


 
First of all, let's put under microscope the following India-Pakistan statement, read out by the two foreign secretaries after the Ufa summit.


 Here is the full statement.

 
The Prime Ministers of Pakistan and India met today on the sidelines of the SCO Summit in Ufa. The meeting was held in a cordial atmosphere. The two leaders exchanged views on issues of bilateral and regional interest.
 
They agreed that India and Pakistan have a collective responsibility to ensure peace and promote development. To do so, they are prepared to discuss all outstanding issues. Both leaders condemned terrorism in all its forms and agreed to cooperate with each other to eliminate this menace from South Asia. They also agreed on the following steps to be taken by the two sides:
 
  • A meeting in New Delhi between the two NSAs to discuss all issues connected to terrorism
  • Early meetings of DG BSF and DG Pakistan Rangers followed by that of DGMOs
  • Decision for release of fishermen in each other's custody, along with their boats, within a period of 15 days
  • Mechanism for facilitating religious tourism
  • Both sides agreed to discuss ways and means to expedite the Mumbai case trial, including additional information like providing voice samples

Prime Minister Nawaz Sharif reiterated his invitation to Prime Minister Modi to visit Pakistan for the SAARC Summit in 2016. Prime Minister Modi accepted the invitation.

 
The last line of second paragraph which talks of the two sides agreeing to "discuss all outstanding issues" should be seen as including a discussion on the Kashmir issue which Rawalpindi views as a "core issue" and an unfinished business.

One should not forget that here Pakistan has agreed to "discuss" all outstanding issues; it is not a blanket endorsement of the Indian policy.

 
As for talks between chiefs of the chiefs of BSF and Pakistan Rangers, the two have been staying engaged anyway over the years and there is nothing new about it.

 
For that matter, even the biggest announcement that the two sides' National Security Advisors would be meeting to carry forward the talks, does it not suit Pakistan that India has not only agreed for talks but has also elevated the level of these talks as NSA is a notch higher than the foreign secretary?

The only unexplained point is why the Pakistanis agreed to put in a reference to exp editing the 26/11 trial without any mention of the Kashmir issue.


This is indeed a major concession from Pakistan to India and also a major give-away of the mindset of Rawalpindi.

 
It is no secret that Pakistan Army today finds itself stretched beyond limits in fighting terror outfits within, irrespective of the fact whether these outfits are home-grown or not.

 
Pakistan today is in dire straits economically and power outages across the nation are becoming not just an embarrassment but also a strategic issue for the Pakistan government. The Chinese offer of funneling in a whopping investment of $46 billion into Pakistan, much of it predicated on the proposed China-Pakistan Economic Corridor, has come in as a potential saviour for the country.

 
The Chinese investment would be like snowflakes in an oven if the security scenario of the country remains as worrisome as it is today. Therefore, it is logical to think that China would like Pakistan to bury its hatchet with India for the time being.
In a way, the CPEC and China's offer of $46 billion investment in Pakistan, is a lifeline for Pakistan which can be threatened if Pakistan's security scenario is not improved considerably in double quick time.

 
This is the real reason for Nawaz Sharif giving concessions to India as reflected by the India-Pakistan statement mentioned above.


 
Had Sharif acted like a hawk at his summit meeting with Modi in Ufa, he would have compromised Pakistan's long-term national interests and trouble would have been brewing for him at home.
 
One will have wait and watch for the reaction, if any, of the Pakistani military establishment on Sharif's talks with Modi in Ufa and the India-Pakistan roadmap for near-term engagement.

 
Next few days would be crucial how the Pakistani military establishment takes the post-summit statement read out by the two countries' foreign secretaries which did not mention Kashmir but pointedly referred to the two sides agreeing "to discuss ways and means to expedite the Mumbai case trial, including additional information like providing voice samples."
But Rawalpindi is unlikely to rap Sharif because this is exactly what he was told to do. It looks quite probable that Pakistan Army is using PM Sharif as a bait in its engagement with India.

A meeting between Indian and Pakistani leaders on the sidelines of the Shanghai Cooperation Organisation Summit in Russia on Friday produced a thaw in tense relations between the South Asian rivals.



A joint statement outlining measures to restore ties was issued after Indian Prime Minister Narendra Modi and his Pakistani counterpart, Prime Minister Nawaz Sharif, held one-on-one talks. Foreign Secretary Pakistan Aizaz Chaudhry said that the meeting was held in a cordial atmosphere and the two leaders exchanged views on bilateral and regional interest. He added that the two leaders agreed that both countries have a collective responsibility to ensure peace and promote development.



The Indian premier accepted Nawaz's invitation to Pakistan for the South Asian Association of Regional Cooperation summit in 2016. Other measures include upcoming counterterror strategy talks in New Delhi between Indian and Pakistani national security advisers, along with direct bilateral talks between border security officials.



The breakthrough occurred nearly a year after peace negotiations between the estranged neighbors stalled last August, when New Delhi called off high-level talks.
"They agreed that India and Pakistan have a collective responsibility to ensure peace and promote development,' Pakistan's Foreign Secretary Chaudhry said, signaling that the two countries are ready to pick up the threads again. 'To do so they are prepared to discuss all outstanding issues. Both leaders condemned terrorism in all its forms and agreed to cooperate with each other to eliminate this menace from South Asia." The two sides also discussed the primary issue that has strained ties: India's accusations of Pakistani foot-dragging on bringing justice to those responsible for Mumbai's November 2008 terror attacks that killed 164 people and wounded at least 308. Recent months have seen bitter exchanges over a Pakistani court's release of Zakiur Rehman Lakhvi, the attacks' alleged mastermind.



Pakistan says India has failed to provide crucial evidence, such as recordings of conversations between the attackers and their handlers.


Indian Foreign Secretary Subrahmanyam Jaishankar reported there was some progress at the talks in Ufa on addressing each country's concerns.



"Both sides agreed to discuss ways and means to expedite the Mumbai case trial, including additional information like providing voice samples," he said.



While the ice between the South Asian rivals may have been broken, progress in ending the freeze in their relations is likely to be slow.



Friday's meeting was the first between the two leaders since Nawaz attended Modi's swearing-in ceremony in May 2014.

Govt Should Implement One Rank One Pension Within Six Weeks – Supreme Court



Hon’ble Supreme Court granted 6 weeks time Central Government to grant One Rank One Pension to retired Armed Forces Personnel on the request of Govt


Justice T S Thakur accepted to take up the case after six weeks as per the request made by Additional Solicitor General on behalf of Government Side.

 
It is expected that time given now may be final as Hon’ble Supreme Court ordered for implementation of One Rank One Pension in the year 2008 itself which is yet to be implemented by Govt. This six weeks was granted on the grounds that Govt needs to work out the modalities for granting OROP.
 
A contempt petition has been filed by retired Major General S P S Vains in this issue in which hearing is on. Earlier Apex Court has observed that One Rank One Pension is one of the points in Election manifesto of NDA Government. Hon’ble court said
 
 “This was part of your manifesto for the Lok Sabha elections. You must keep your word,”
 
 
While hearing the Contempt Petition, Defence Ministry has been called upon to provide its explanation for non-implementation of OROP
 
In Febrary itself, when fixing the next hearing after 3 months Apex Court said “We make it clear that no further time will be granted for the purpose of implementation of the impugned judgment.”
 
Now, six more weeks have been given as additional time for implementing One Rank One Pension to Ex-Servicemen.

NEW DELHI: A group of 254 major generals has decided to reject the grant of one-rank one-pension unless it is accorded across all ranks, after the Centre assured its implementation in the apex court.

In 2010, the government moved the Supreme court after the Armed forces tribunal ruled in favor of granting OROP to the major generals who approached the body.

On Wednesday, Additional Solicitor General Pinky Anand told the court that the centre will grant OROP to the petitioners in three-four days. Col (Retd) Devendar Bahl, spokesman for the Indian Ex-Servicemen Movement, said if the Centre implements OROP only to the major generals, it will open the floodgates of litigation.
 
Others also raised concerns.
 
 "The one-rank one-pension scheme is for all, starting from a sepoy to the senior most general. Creating such divisions will be dangerous for national security in the long run,"
 Maj Gen Satbir Singh, one of the petitioners and chairman of the Indian Ex-Servicemen Movement, told ET.
 
 

The implementation of OROP for all services along with the case of major generals must go hand in hand, organisations representing ex-servicemen said.

O.R.O.P. RALLY AT MOHALI ON 13 JULY

We defeated Pakistan, captured 93,000 prisoners and created a
separate country (Bangladesh) in THIRTEEN days flat (04 to16 Dec‘1971), but the Modi Govt could NOT issue NOTIFICATION for implementation of “Already Approved”  O.R.O.P scheme, despite being in power for over  FOURTEEN months. It is pertinent to mention that the Draft Govt Letter (DGL) for implantation of O.R.O.P. was prepared in APRIL 2014 , and is still lying as a  ‘Draft’  only . The Defence
Minister , Party President (Amit Shah) and other functionaries havejust mouthed platitudes of implementing O.R.O.P. “SOON” but no one had given a FIRM DATE when that “SOON” would arrive.




 To press their demand of implementation of OROP, the Veterans, some in their 80s , are on Relay Hunger Strike (RHS) at the Jantar Mantar and over 50  other places across the country, w.e.f. 15 Jun in this heat and humidity , yet it has had NO effect on the Govt. Deliberate lack of response from the Govt is testing the patience of the veteran and has led to incidents like one at Bathinda on 08 July, wherein main
highway was  blocked  by the Veterans . The Govt is forcing a most disciplined community  to resort to ‘Direct Action’ which may lead to disastrous consequences, considering the fact that many veterans have their sons and other close relation serving in the Defence Services.




What would be the latter’s   reaction when they see, on TV screens, their grandfathers, fathers , and other elders being roughed up by the police during the ‘Direct Action ?  Does the Govt want military discipline to break down and a revolt in the defence forces ? .




  Lack of the Govt’s response , despite the RHS being carried out for about month ,makes it obvious that it has no intention of fulfilling promises, repeatedly made, by no less than the P.M. himself, with respect to O.R.O.P.


 To give impetus to implementation of 
         “ALREADYAPPROVED” O.R.O.P.Scheme  and show solidarity with all those thousands on RHS, at various places ,

 a  Maha Rally is being held by the UNITED FRONT OF EX-SERVICEMEN (UFESM) on 13 July at the Dussera Ground (near Amb Sahib Gurudwara), MOHALI , at 9.30 AM onwards.

This installment of Vice News puts viewers on the front lines of Mosul, where Kurdish soldiers known as Peshmerga are the only remaining ground forces fighting against the Islamic State (IS) in Northern Iraq. Reporter Aris Roussinos and his camera team join the Peshmergan soldiers in this frightening look inside an active war zone.
 
 
Based out of Sinjar, Iraq, the Peshmerga hold a 600-mile front line that almost completely surrounds Mosul. We learn the IS controls 77% of the Sinjar region, which caused the Peshmerga to move into the mountains where they have staked out the high ground. This standpoint has allowed them to both provide cover for their people and maintain a lookout for enemy fire, which is constant. Operating in ten-day shifts, the soldiers work night and day to stand their ground and maintain their positions in the hills. Sweeping panoramas allow the audience to see the region as a stationed soldier would. Small points of light sweep back-and-forth across the distant sky as the IS and Peshmerga exchange fire, and large truckloads of arms and supplies are seen travelling to and from IS outposts.
 
 
The news team captures chilling footage of Peshmerga forces under attack, causing the filmmakers to be evacuated when sniper fire becomes too intense. IS forces attempt to conquer the hilltop outposts 24 hours a day, making their most aggressive advances at night. But, as one soldier explains, morale is high amongst the Peshmerga, as the Kurds have essentially grown up in war and are eager to combat against terrorist forces. They express a desire to fight for any country in the war against terror, hoping they could in turn receive similar support in their battle against the Islamic State.
 
 
This look at the ongoing conflict in Iraq reveals the Peshmerga to be a calm and confident group in the face of constant battle. While at the time of filming the Peshmerga continued to maintain their stronghold in the region, it remains to be seen how the situation will resolve. A chilling and open-ended story, The Road to Mosul is an eye-opening report on the current climate of violence in the Middle East.

More than three decades after it was initiated, the Indian government's Light Combat Aircraft programme continues to flounder in uncertainty. The Economic Timeson Friday reported that the government is considering whether to hand over the project to the private sector. The cost of the project was initially slated to be Rs 575 crore but has since escalated to Rs 10,397 crore.

The Aeronautical Development Agency's (ADA) delays in delivery have only served to frustrate the government and the Indian Air Force. The CAG had also slammed the execution, saying that the Tejas MK I was unsafe. The claims that the first LCA Mk 2 prototype -- which will have the more powerful General Electric F414-GE-INS6 engines -- will conduct its maiden test flight in 2018-19 and go into series production three years later have also been treated with suspicion by the IAF.

According to a report in the
IHS Jane's 360, "IAF officers question this timeline, as the LCA Mk 2's rear fuselage will need re-engineering to accommodate the heavier engine, thereby altering the fighter's air dynamics. They said this would necessitate time-consuming and technologically complex alterations to the platforms avionics and related systems to stabilise it, which could involve overseas consultants."

Series-production aircraft may cost India 1.6 billion rupees (US $25,220,512) each still a fraction the price of a Western fighter -- the 36 Rafale's would cost $4.5 billion -- but whether they will be the answer to the IAF's requirements is another issue altogether.

The ADA's delays have also meant that India have needed replacements in flyaway condition. A few days back, the IAF has informed the Ministry of Defence (MoD) that it needs an additional 44 Dassault Rafale fighters to supplement the 36 Rafales that India is negotiating to acquire.

The Indian Air Force's combat readiness is being severely affected by the delays. According to the latest Parliamentary Defence Committee report, the IAF's combat squadrons will total 25 by 2022, down from the authorised strength of 45 squadrons.

Here is a timeline of events leading up to this situation:
1983: In a bid to replace the ageing Russian-designed MiG-21 aircrafts, the government launched the Light Combat Aircraft (LCA) programme. The programme was to be completed in eight to ten years.

1984: The government set up the Aeronautical Development Agency as the nodal agency to develop the LCA.

1986: An allocation of Rs 575 crores was made for the programme.

1987: The phase of project definition began, with French aircraft major Dassault Aviation as consultants.

1990: Design of LCA programme's aircraft was completed

1993: First full scale engineering development phase was sanctioned.

1995: LCA missed deadline for rollout of first aircraft by six months.

2001: First flight of the first aircraft was conducted in January. It missed the deadline of December 1996 by a long way.

2002: Second flight was conducted in June, misses deadline of September 1997.

2003: In November, first Prototype version (PV I) took off, misses deadline of December 1999.

2009: LCA aircraft Tejas completed 1000 flights.

January 2015- Defence minister Manohar Parrikar handed over Tejas aircraft to Indian Air Force.

May 2015- CAG report criticized project for delays and technical shortcomings.

India's Aeronautical Development Agency (ADA) will receive the first of eight General Electric F414-GE-INS6 engines for the Mk 2 version of its Tejas Light Combat Aircraft (LCA) by the end of 2015, officials said.

The F414 engine, which generates 90-98 kN thrust, will replace the LCA Mk 1's General Electric F404-GE-IN20 powerpack, which generates 80-85kN thrust.

The Indian Air Force (IAF), which has 40 single-engine LCA Mk 1s on order from Hindustan Aeronautics Limited (HAL), maintains that the F404 engine constricts the fighter's manoeuvrability, angle of attack, and weapons load.

The F414 engine was designed for the Boeing F/A-18E/F Super Hornet, but has become the engine of choice for growth versions of the Swedish JAS 39 Gripen, and the Tejas. Selected over the Eurojet EJ200 engine in 2010-11, it will eventually also power the navy's LCA when it enters service in several years, programme director Commodore C D Balaji (retd) told IHS Jane's on 8 July.
Until then the F404 engine will power LCA (N) prototypes and limited series production (LSP) platforms, he said.

ADA agreed to buy eight F414 engines in 2012 for an undisclosed amount, while HAL "initialled" an agreement for 99 additional engines for around USD800 million.

The latter deal will be signed once the LCA Mk 2 programme is advanced. It envisions the initial import of a limited number of engines, with the remainder being delivered in kit form for assembly by HAL in Bangalore.

HAL ultimately plans to licence-build the F414 engine, as it expects to require 500-600 units, based on orders of around 100-110 LCA Mk 2s from the IAF and 40 from the Indian Navy.
Fighter aircraft like the LCA average around 3.5 engines during their service life of around 3,000 hours, IAF officials said.
The ADA claims that the first LCA Mk 2 prototype will conduct its maiden test flight in 2018-19 and go into series production three years later.

However, IAF officers question this timeline, as the LCA Mk 2's rear fuselage will need re-engineering to accommodate the heavier engine, thereby altering the fighter's air dynamics. They said this would necessitate time-consuming and technologically complex alterations to the platforms avionics and related systems to stabilise it, which could involve overseas consultants.

Meanwhile, the IAF has informed the Ministry of Defence (MoD) that it needs an additional 44 Dassault Rafale fighters to supplement the 36 Rafales that India is negotiating to acquire in flyaway condition.

Official sources said Air Headquarters told the MoD in June that the additional Rafales were necessary as by 2017-18 the IAF would begin to retire 10-11 squadrons of 180-200 MiG-21 and MiG-27 variants.

According to the latest Parliamentary Defence Committee report, the IAF's combat squadrons will total 25 by 2022, down from the authorised strength of 45 squadrons, if no new platforms are imminently acquired.
