Dear Veterans

Today we have entered 98 day of RHS at JM. Morale is high and we are determined to achieve OROP. ESM are men of steel and have proved all predictions of bureaucrats wrong. Bureaucrats had probably assured politicians to not to take this agitation seriously as it will wear out like any other agitation in few days.

 They even managed to get our bank account blocked through their emissary and were confident that the agitation will be forced to be stopped with funds drying up. 

 Politician bureaucrat combine were probably not aware that they are dealing with battle hardened soldiers who do not show their back even to volley of enemies bullets.


How can resource crunch stop this agitation of our status and our rights. 

 We are thankful to all ESM who have shown exemplary courage and turned up in large numbers for the agitation and have also contributed funds to run the agitation.


 This agitation at JM will probably be a record of its own kind being the longest agitation in the world. 

 Friends the agitation is growing from strength to strength. Morale is high and there  is a queue of ESM to sit for RHS. Crowd to support the agitation is very encouraging. Gentlemen with your support we are sure to convince Govt to agree to our genuine demands. 

 On 5 Sep 2015, Govt has declared OROP unilaterally but it is truncated and diluted. OROP in this form is not accepted to ESM as there are seven severe shortcomings in the announced OROP. These have been communicated to RM and to environment. It is important to plan activities at JM and across length and breadth of country to convey the message to Government that our morale is high and spirits are touching the sky, no pressure can shake us from our resolve of achieving full OROP.


Following programs have been decided to keep our agitation in struggle mode and battle ready. 

 22 Sep 2015 Felicitation to war veterans of 1965 war. All are invited at 1100h at JM for tea party. this will be 100th day of RHS at JM.

there is still a lot grease in our joints and we are not fused cartridges.

          The Effective Implementation of OROP

 
To effectively implement OROP, the MoD needs to depart from its current practices.

The decision by the current government to implement One-Rank-One-Pension (OROP) for military personnel is a welcome move as it reduces the long-standing unfairness in pension arrangements between uniformed military personnel and employees of the Union Government. India is one of the few countries where military personnel have lower pension benefits relative to the civil service. While many design details of OROP are not yet fully clear, the OROP decision can only be effectively implemented and its fiscal implications managed if complementary reforms in three broad areas are sustained:

  (A) Improving Professionalism In Administering OROP,      (B)Sustaining Economic Growth, and
  (C) Creating Fiscal Space.

The first, Improving professionalism (i.e. the competence and quality of services provided) with which current military pensions programs are administered is an urgent necessity. Four specific initiatives in this regard are outlined.


One, the Ministry of Defence (MoD) must construct a demographic profile of all personnel including their dependents. This is to estimate current and future costs of the pension scheme, and make make arrangements to meet this expenditure. The quality of the debate on OROP has been severely constrained by the lack of available data on basic pension design-related features: e.g. the age-specific composition of beneficiaries and eligible dependents over the next several decades; estimates on mortality and morbidity rates in retirees, and how they vary across cohorts, geographical regions, or occupational groups.

Estimates available in the public domain suggest that most military personnel (about 80 per cent) retire between the ages of 35-40, 19 percent retire between the ages of 54-60, and less than one percent retire above the age of 60. Increasing longevity trends (the average life expectancy at age 60 in India is 17 years in 2014) underscore the importance of such data in shaping the design of pension schemes, and subsequent reforms to ensure that pension promises remain credible and sustainable.


Two, the Government must periodically conduct an actuarial evaluation of the current value of the liabilities and the arrangements made to meet them. Such actuarial evaluations of statutory expenditure are essential for sound management decisions on how such spending is to be sustained and to project cash flow needs. Reforms in managing public accounts, i.e. a shift from cash-accounting to accrual-accounting, where feasible for e.g. in public enterprises, are useful as they underscore the continual need to match long-term liabilities and assets. To facilitate this, there is significant merit in all government agencies maintaining a registry of their assets. The Government does not need to make this registry publicly available if national interest concerns are compromised. However, constructing such a registry is imperative for the government to assess various options to meet contingent liabilities.


Three, Governance Boards that oversee military pension arrangements must include independent professionals that are well versed in actuarial sciences, economics, finance and information management systems. The mandate of the Board would be to ensure that the Ministry of Defence has access to core areas of expertise that are vital for a modern pension program. As civil service personnel are routinely rotated between government agencies, access to such expertise is imperative.


Four, given the complexity in the design of OROP and the periodic revisions that retirees will face, the MoD must strengthen its communication strategies. Annual Reports, Web Portals, Wikis that contain necessary information will be needed. Such tools place competitive pressures to provide quality services across all government agencies.


The Second, credibility of any Defined-Benefit pension scheme, including the OROP, is based on sustaining high rates of economic growth. Specific reforms that contribute to improved economic growth in India are therefore essential. This will require complementary and structural reforms to increase the flexibility in labour markets, lower the cost of doing business, attract investments and create jobs. This however requires a systemic approach and coordination across government agencies. There are two initiatives that MoD can consider to sustain economic growth.


One, investments in human capital and equipping military personnel with skill-sets that can be used in employment post retirement merit consideration. As most personnel retire before the age of 40, and can continue to contribute to the economy for many years, labour market reforms that encourage retired personnel to be absorbed across the economy must be prioritised. It is often the case that many military personnel contribute to security, administrative and organisational management post retirement. Creating avenues to utilise the vast skill-set and experience of personnel in other areas in the economy are also important.


Two, many Ministries including the MoD manage large public enterprises. More productive use of resources under these enterprises is another avenue to contribute to economic growth. For instance, many government agencies manage large parcels of land that are not being used efficiently. Once a national registry of assets becomes available, concrete efforts to monetise unproductive assets or generate revenue from these assets (i.e. land-use rights or leases) must be prioritised.


The third, creating fiscal space. Simply put, fiscal space refers to the ability of an economy to finance expenditure without impinging its other priorities. Creating fiscal space to finance OROP is fundamental to ensuring the sustainability and credibility of military pension arrangements. In this context, fiscal space can be created by either or a combination of a) reducing expenditure needs of the MoD; b) increasing revenue or share of national income devoted to the MoD; c) sustained increases in national income.


Lowering administrative costs of pension programs by relying on information technology or saving costs through efficient procurement practices are examples of lowering expenditure requirements. Similarly, monetising unproductive assets or using land-use rights to generate income is an example of creating fiscal space. For example, the recently completed coal and spectrum auctions will, over time, generate revenue equivalent to 2.5 percent of 2013 GDP. Sustained efforts by all government agencies, including the MoD, to implement reforms that create fiscal space must therefore be emphasised.


The cost of the pension program for civil servants (employed in central and state governments) prior to the National Pension System (NPS) was about 1.9 percent of GDP. Such disproportionately high spending on less than 4 percent of the labour force precipitated reforms to pension arrangements for newly recruited civil servants.


The co-contributory design of the NPS may not be effective for military personnel as most retire before the age of 40. The NPS however provides a framework for managing pension arrangements that MoD could customise. For example, over time, the MoD could make annual transfers to sinking funds to meet pension expenditure for future retirees. The proceeds of these funds could be managed by NPS or under the NPS architecture. Such arrangements would strengthen the fiscal sustainability, and improve the professionalism of military pension arrangements in India.

The Ministry must undertake complementary and concomitant reform in the three broad areas discussed here if public support for OROP and the credibility of military pension arrangements is to be sustained.

This would require MoD to depart from current practices and its business-as-usual mind-set.

OROP : Boycott of Govt and Mil functions





Dear Members 

We are all aware that Govt has given us a truncated and diluted OROP announced on 5 Sep by the Def Minister. It is for information of all that if this OROP is given to veterans then all of us ( ORs, NCOs, JCOs and officers ) will lose thousands of Rs in pension to be increased. Moreover the definition for which we were fighting will be completely destroyed. 
UFESM/IESM at sainik parliament at JM had given a call to boycott all Govt and Mil functions to convey our disappointment with the declaration of OROP by the Def Min. 
Many veterans have communicated that they hav been following this decision and have been boycotting all Govt and Mil functions. 
 
 
Most of veterans have received invite for all functions organised by Govt and Mil to celebrate victory of 1965 war. Veterans have been politely conveying their regret to attend such functions. On 22 Sep a high tea has been organised for veterans, who participated in 1965 war, at lawn of President house. Following veterans have sent their regret to attend the function.

There is no prospect of India and Pakistan coming to terms and settling their border differences in the foreseeable future, certainly not in the lifetime of the two countries’ present governments and probably not for much longer. Efforts to improve the relationship in other ways will also be precarious and uncertain.

That has been clear for years, but it became even more obvious at the end of last week when planned talks between the two countries’ national security advisers (NSAs) on cross-border terrorism were scuttled in a flood of accusations and counter-accusations.

In the last few days, the war-like rhetoric on both sides from highly placed civil and military officials has assumed alarming proportions. Pakistan has been brandishing the 'nuclear deterrent', while on our side no less a person than the Army chief has spoken of 'short wars'.

"As one who has been witness to all the Indo-Pak conflicts from 1947 onwards, I must sound a note of caution," he said in a statement.

Karan Singh voices concern over 'war-like rhetoric' from Pakistan, India

NEW DELHI: Senior Congress leader Karan Singh today expressed serious concern over "war-like rhetoric" from civil and military brass both in Pakistan and India as he favoured talks between the two countries on all outstanding issues, including Jammu and Kashmir.
Singh said any war, howsoever short, would have "disastrous consequences" and wondered why India was always in the "defensive" while deliberating on the issue of Jammu and Kashmir with Pakistan.

"In the last few days, the war-like rhetoric on both sides from highly placed civil and military officials has assumed alarming proportions. Pakistan has been brandishing the 'nuclear deterrent', while on our side no less a person than the Army chief has spoken of 'short wars'. "As one who has been witness to all the Indo-Pak conflicts from 1947 onwards, I must sound a note of caution," he said in a statement.
Singh, whose father Maharaja Hari Singh had agreed to accede to India by signing the Instrument of Accession in October 1947, said India should hold talks with Pakistan on all outstanding issues, including Jammu and Kashmir.
"In my personal opinion, while fully safeguarding national security, I do not see why we should not talk with Pakistan on all outstanding issues including Jammu and Kashmir.
"They are in adverse possession of half of my father's former State, and I fail to understand why we are always on the defensive in discussing this. But for this to happen the sanctity of the LoC and the international border needs to be re-established and peace restored," he said.

    To register their annoyance over the shortcomings in 'one rank one pension' scheme, the ex-servicemen are likely to skip a function to be hosted by President on September 22 to felicitate the 1965 war heroes.


    Wing Commander Vinod Nebb (retd.), who is protesting at Jantar Mantar with other veterans, told IANS that he has written a regret letter to the President for not attending the High Tea on Tuesday.


    "I am with the protesting ex-servicemen at Jantar Mantar. I echo the voice and sentiments of thousands like me. I expect that the other ex-servicemen would also not join the celebration," he said.


    Nebb said the one rank one pension's (OROP) offer, as approved by the central government, had so many riders that they changed the actual spirit of the scheme.

    In the letter, Nebb said: "I would hope it will give you an opportunity to gauge the morale of ex-servicemen like us, as our supreme commander, and at the very least acknowledge the state of our pride and morale that has steadily been crippled by numerous government and its bureaucratic over the last 40 years."


    "Our prime minister very categorically made the promise of OROP and whilst he had made some change, it still isn't OROP. And, even that change was not granted willingly, we had to fight for it."


    "I look towards you as our Supreme Commander and leader of the armed forces to ask why are you silent? Why would you invite me to an event, which to us, veterans, is a symbolic of our blood, sweat and dignity and play to the government's 'show' of respect to us and our achievement?" he asked.

    United Ex-Servicemen Front (UFESM) spokesperson Col. Anil Kaul (retd.) on Thursday appealed to former service chiefs not to participate in 1965 war commemoration functions.


    The protesting ex-servicemen, however, are planning programmes to honour war veterans among them and war widows of 1965 India-Pakistan war.


    As the government announced a scheme for providing OROP, the army veterans said the scheme would not provide one rank one pension (OROP) as it has several discrepancies.

    The veterans demanded the base year for the OROP should be financial year 2013-14, in place of 2013 announced by the central government. They want date of implementation to be April 2014, instead of July 2014 as announced by Defence Minister Manohar Parrikar.


    While veterans want rationalisation of pensions every year, the government has provided for review only every five years.
    Veterans also want the one-man judicial commission to be replaced with a five-member committee with their representation.

    Another issue is fixation of pension as per the highest pension for the rank, against the government's announcement of it being average of highest and lowest pensions, with protection to those with higher pension.








    Update JM. Gen Satbir's call to all ESM. Tomorrow the rival faction is having a thank you rally to thank the govt for OROP. We have to show solidarity and give a strong msg that the OROP agitation is not over.

    I do feel ashamed to ask for OROP. At the end of all this what did I really do? Of course I did one tenure of Leh, flying at 20,000 feet plus altitude, then one tenure flying at North Sikkim again at 20,000 feet plus of altitude (with no integrated Oxygen masks, which my country could not procure for 22 years I was in uniform) and one ground tenure at Gurez – oh that?


    It was only at 14,000 feet stay for 2 years – a cake walk. The doctors do advice that there should be no more than 2 tenures at high altitude – but I am sure they would have some vested interests in saying so.

     But then look at the hardships of my counterpart bureaucrat –

    He had tough decisions to make – there were power cuts every now and then in those days over and above to handle the pressure of politicians, and imagine
     the pressure of getting some tons of money home and trying to hide it.


    As for the bureaucrat, he could not comfortably sleep over it as they poked his back through the mattresses. He was living in perpetual fear. Anyone can nab him – that no one did as long as he did not become overly greedy is another part of it.

    What pressures did I have – believe me – NONE,
    I laughed and LIVED my life to the fullest when I was up there, and when I was down here.


    I stood on the bund of my bunker after two drinks and threw best of my abuses to our adversary – of course who would have been stupid to shoot me down – a Paki ? Forget it – those ba***** could never aim straight. And then I had so much activity to choose from, how could I not live to the fullest I mean.

    There was a competition with my senior subaltern as to who can cross the LOC and piddle in the enemy territory in the middle of the night. Bloody hell! He could not decide the winner because both crossed over and did the thing and we had to repeat it for a week before we were caught by our company commander.


    Now imagine the hardships of my counterpart (BABU)– close your eyes once again and think – Blood pressure and the diabetes of long and stressful working hours. No entertainment other than a few clubs, drinking sessions and back to his home.


    How could I not think about those poor souls ? Dying at 90 (in Chair) doing their good work because a bureaucrat, a judge and a politician never really retires. He works and dies in chair – after all there are so many studies, one man panels to study and planning commissions to sit too. If he continues getting his house, a few servants (aka helpers) and a vehicle to run around – he deserve


    If he really gets sick of it and decides to retire (an honest) bureaucrat would have only 200 odd crores at his disposal – he can only buy a small house and live his remainder life in poor perpetuity. My discomforts are just my imagination because I cannot remember number, name and I have a loss of words when I am speaking. Doctor said that it may be “High Altitude Affect” where the rare air has low Oxygen levels and kills the brain cells. (I was really good in my hey days with numbers at least).


    Oh, he has to be wrong. In any case I would have got memory loss within another few years so why the hell should I attribute it to hard service conditions?

     And then my demand is more so unfair when I heard our prime minister Mr Modi say that the OROP is at the cost of the poor of our country.

     Imagine the millions of FREE mobiles, laptops, TV that could have been distributed to the poor.


    Imagine the poor could have been lifted from their poverty (what has not happened for last 60 years) in one stroke of the money being set aside of OROP. He could have bought a better Jet, better and more secure multi million dollar cars – after all he is now the prime minister of the fastest growing nation and has to live his life so. And then why do I deserve OROP as I quit my job only after 22 years?


    I did not serve to my last day of retirement. Well I should have continued. So what if I lost my mother and my father (Also a retired Fauji) was all alone and his second son was also serving in Fauj? He could have always stayed alone – after all he was from Infantry and could have done so for some more years of his life. Because I was a Fauji and due to posting to field – my wife and children could have shifted with him. That aside, none of the school was forthcoming to give my daughter and son admission.


    They (Like me) had no permanent friends as till class 9th they had changed 8 schools. There is another thing that I overlooked – I chose to be Fauji – why should I crib? I signed a bond when I entered NDA at the age of 17 that I should have read more carefully. It doesn’t matter that most of these bureaucrats were studying hard for IAS and other services at this age and their mothers were still wiping the sh** off their a**. The politicians and the bureaucrats are fighting a battle and not looking at the bigger picture.


    I pray to almighty that this fight should not change the outlook of the serving Faujis – They (bureaucrats and politicians) may win this battle – but they will lose the war and the nation will suffer. But then who cares ? I was an idiot all along and hope to die believing that this nation is mine…. –

    Oh and me I am a proud Col S S Cheema (retd) It is indeed a sad day for me. My Grand father was in army, my father retired from army, my brother retired from army
