DELAY IN IMPLEMENTATION OF APPROVED OROP.  SANGRASH RALLY ON 18 OCT 2015 (SUNDAY) FROM 10.30 HRS TO 14.30 HRS IN FRONT OF PUNJAB INSTITUTE OF MEDICAL SCIENCES (PIMS) DUSHEHRA GROUND, GARHA ROAD, JALANDHAR

Dear Friends,

1.                  Govt has not yet implemented OROP which had been sanctioned by two parliaments, By UPA Govt on 17 Feb 2014 and by NDA Govt in its Budget in June 2014.  President in his addresses to both houses of Parliament included implementation of OROP as priority action.

2.      However, UPA Govt allotted only Rs 500 Crs and NDA only 1000 Crs whereas the amount required was Rs 8000 – 9000 Crs.

3.      Today is 114^th day of our Protest Movement at Jantar Mantar and at many other locations in the country.

4.   On 5^th Sep 2015, the Govt announced the implementation of OROP but the statement made by RM has created more apprehensions in the mind of Defence Fraternity regarding the intention of the Govt to implement OROP as per the approved definition without any dilution.

5.   In order to inform the people of the Country, we have initiated “Social media War” through all available mediums since the Govt seems to have gagged the Press both print and electronic since our Rally at Jantar Mantar New Delhi on 12 Sep 2015.

6.   In addition, we have decided to conduct Rallies all over the Country.  Rallies have been held at Dehradun, Nagpur, Ambala 
Agra,Gurdaspur,Khanna,NOIDA,Vadodra.  Largely attended and covered Press Conf has been held on 04 Oct 2015 at Patna.  Another Rally is being held at Hamirpur in HP on 08 Oct 2015.  A Sangrash Rally has been planned to be held at Jalandhar on 18 Oct 2015 from 10.30 hrs to 14.30 hrs.  During this Rally, we wish to showcase solidarity of the retired defence fraternity.

7.  All ESM are requested to attend Jalandhar Rally in large number and make it an historic Rally with Grand Success.

  

9.      Rallies have also been planned in Bombay, TN, MP, AP and KK.

10.  The above activities and more are being conducted across the Country to inform the people about the grave injustice being done to the Defence Fraternity.

11.     Friends, spread the message of Punjab Rally across the Country to ensure that a very large number attends.

The government has announced the One Rank One Pension scheme for defence veterans on Saturday. The announcement was made by Defence Minister Manohar Parrikar, but for the veterans turned out to be a huge disappointment.

In view of the OROP demands, it was earlier decided to postpone the CPC recommendations till OROP is sorted out. However now with the considerable demands and representations coming in from other govt services, PM has ruled that the 7^th CPC be preponed and released to public earlier.

Some of the recommendations that we may see coming from the CPC are:-

·         25 to 35% increase in salaries of all employees.

·         The pay structure being considered by the CPC for Pay Bands 3 & 4 are:-

o   PB 4:      current spectrum of 46100 to 53000 to be revised to 138000 to 160000

o   PB 3:      current spectrum of 21000 to 25000 to be revised to 63000 to 88000.
Performance linked increment from 5 to 6%

·         Separate scales for Secretaries and above.

·         VRS w e f 30 yrs service onwards

Modi's Most Powerful Enemy: Bureaucracy Prime Minister Narendra Modi is facing a formidable bureaucracy Sutanu Guru wonders if this regime can succeed in reforming India's rotten 'steel frame' Today happens to be Ganesh Chaturthi. It also happens to be the birthday of Prime Minister Narendra Modi. If you believe gossip, many bureaucrats today are praying to Lord Ganesh and seeking a single term for the Prime Minister. Last evening, the NDA regime dropped a bombshell on bureaucrats. It has decided that bureaucrats who are either incompetent or tainted, or both, will face compulsory retirement after they celebrate their 50th birthday. Like in many senior positions in the private sector, they will get three months to pack their bags. If this decision is actually implemented, it would be a monumental achievement. Indian bureaucrats might think that they constitute the steel frame that holds the country together. But the average citizen loathes and detests Indian bureaucrats. For the aam aadmi, the bureaucrat is inaccessible, arrogant, unaccountable and often corrupt to the core. This is not a sweeping generalization or judgement. Many individual bureaucrats are indeed inspirational role models. But as a group, they have behaved like parasites who have done everything possible to prevent the innate entrepreneurial energies of India from blossoming. Sure, politicians too have done that. But many of them get kicked out by voters every five years or so. Not so with Indian bureaucrats. Let me give you two examples of the mischief (I don't know if deliberate or not) that bureaucracy is capable of; and how that can inflict irreparable damage. Finance Minister Arun Jaitley keeps repeating ad nauseum that his government is committed to simplifying tax rules and procedures for individuals as well as companies. Last year, when he was out of India, the "babus" released a new income tax form that horrified even diehard supporters of Modi. This marvel of a form required tax payers to detail all expenses incurred in foreign trips apart from many other infuriating requirements. Jaitley was forced to "order" his babus to withdraw that "order". But his reputation as a reformer was virtually shattered.  The second example relates to the sensitive and controversial issue of One Rank, One Pension (OROP). The Prime Minister had made a solemn commitment to implement it during his election campaign. But thanks to bureaucrats, the decision kept getting delayed. Matters reached a stage where armed forces veterans started losing faith and trust in Modi. Even when the decision was announced formally by the Defense Minister Manohar Parrikar, the babus managed to create confusion and rift. The official statement had the words "voluntary retirement". Instead of celebrating the implementation of OROP, veterans were wondering what this meant. It took a public clarification from Modi to clear the air. But the damage had been done by then. It is not as if no efforts have been made to reform Indian bureaucracy and governance. An Administrative Reforms Commission was first set up in 1966 to suggest reforms. It submitted about 20 reports before being wound up in the 1970s. No recommendation made about bureaucrats being made accountable and more responsive to citizens was implemented. The second such Commission was formed in 2005 and has submitted about 15 reports. Any implementation of accountability? Sorry. Three successive Pay Commissions since the 1980s have strongly recommended basic steps like performance based increments and promotions for bureaucrats. Nothing doing. The problem is that the bureaucracy, like an army of termites, has so deeply infiltrated every institution and organization of governance that they have become de facto lords and masters. The telecom regulator is usually a retired IAS officer. The Chief Information Commissioner is usually a retired IAS officer; someone who has perhaps spent his entire career thwarting transparency! The Competition Commission of India is headed by an IAS officer. The Election Commission is inhabited by retired IAS officers. The administrative tribunals are headed by retired IAS officers. The aviation regulator is invariably a retired IAS officer. The UPSC chairman is usually a retired IAS…. The list is endless. People in the know joke that it is a divine blessing that the Delhi Metro was headed by a technocrat like E. Sreedharan. If an IAS had headed it, the damn thing might still be under construction! Very soon, the recommendations of the Seventh Pay Commission (inhabited mostly by retired bureaucrats) will be submitted. There will be strong recommendations about variable pay, transparent performance appraisals and increments and promotions linked to performance. Perhaps Modi might gather the political will to finally bite the bullet and implement reforms in bureaucracy.  The decision to compulsorily retire some after the age of 50 looks like a promising first step. But make no mistake: the Empire will strike back; and viciously. ‘Veterans will Receive Good News about OROP by Navratri’, Defence Minister Mr.Parrikar said on Sunday. Parrikar was in Vadtal, Kheda district of Gujarat, to attend the closing ceremony of a Mahasammelan of retired servicemen under the ‘Akhil Bhartiya Purva Sainik Seva Parishad’ (All India Former Defence PersonnelsAssociation).

Attending the Ceremony, Mr.Parrikar also warned Pakistan,  “whether we should withdraw troops from Siachen or keep them deployed is our decision. We do not need any lessons from Nawaz Sharif and I choose to ignore it.”

Parrikar replied saying so, when asked to comment about Sharif’s speech at the UN General Assembly on September 30, putting forth a four-point peace initiative with India, which included a proposal of demilitarisation of Kashmir. Parrikar also said that the situation in Kashmir was peaceful and the government was committed to ensuring peace in the valley.

Parrikar said that Make in India was a key program for the defence sector as it was seen as a generator of employment for almost 30 lakh youth, however, advised patience in the implementation of the policy.

Speaking of the overseas deployment of INS Trikand in Istanbul, Parrikar said that Turkey was “our friend” and the exercise would help strengthen friendship. “Turkey is our friend and INS Trikand has reached Istanbul as part of a joint exercise,” Parrikar said about the stealth frigate of Indian Navy that is currently on a deploymentin West Asia, Africa and Europe.

Earlier, Parrikar visited the Swaminarayan temple on arriving in Vadtal, Kheda from Vadodara and proceeded to the stage where he also delivered a 30-minute speech to the gathering of over 2000 former servicemen, reminiscing his younger days in Goa. Parrikar said, as a child, he would often accompany Armymen posted in the state, to show them directions in Goa.

Veterans present in the ceremony were positive and when asked, a senior veteran said that he believes in the words of Mr.Parrikar and hoped that the Defence Minister will stick to his promise.

I am a Short Service Commission officer who left the army after 6 years of service. I am not eligible for pension. While trying to explain OROP to my friends in office, I was asked why I was getting worked up about it if I was not going to benefit. 

The group wit said that my attitude was akin to a Microsoft employee getting upset because someone in Google did not get a raise.

      I don’t know how I can explain 

                              HONOUR .

  It does not come with a bar code 

                             or 

                     an MRP tag.

 But it can be bought, if your currency is                                  

                               "  BLOOD "

To understand how army men think, you have to do a few insignificant things like putting your life in the hands of your brothers, having blind faith in your comrades-in-arms while facing certain death, refusing to leave your injured and dead in battle even at the cost of your own life and, not the least, looking bloody cheerful while the world is collapsing around you.

The bonds that you forge in combat call out more loudly than bonds of blood ever can. I have no other logic to give. 

           Truth be told, there is no logic.

               There are some things beyond 

                           Profit and Loss.

     The fight for OROP is about  IZZAT 

We deserve izzat because for 68 years, and a hundred years before that, we have stood between India and misfortune. From the frozen trenches of Europe to the burning sands of the North African desert, from the steamy jungles of Burma to the icy heights of Rezangla, a hundred battlefields tell our stories of valour and grit against unimaginable odds.

 We drew a line of blood across half the world, a line that the enemy crossed only at his peril.

I left the Indian Army in 1999. Ever since, I have been a part of the corporate rat race. The corporate world works on different principles. For better or for worse, I have embraced those principles. That’s how it is.

But if my comrades call out to me in times like the ones we have been facing at Jantar Mantar, I want you to know who I truly am. My name is Major Gaurav Arya (Veteran). I commanded Charlie Company, 17 Kumaon Regiment on the Line of Control. And I will stand with my brothers till the enemy gives in.

At a restaurant, a cockroach suddenly flew from somewhere and sat on a lady.

She started screaming out of fear.

With a panic stricken face and trembling voice, she started jumping, with both her hands desperately trying to get rid of the cockroach.

Her reaction was contagious, as everyone in her group also got panicky.

The lady finally managed to push the cockroach away but ...it landed on another lady in the group.

Now, it was the turn of the other lady in the group to continue the drama.

The waiter rushed forward to their rescue.

In the relay of throwing, the cockroach next fell upon the waiter.

The waiter stood firm, composed himself and observed the behavior of the cockroach on his shirt.

When he was confident enough, he grabbed it with his fingers and threw it out of the restaurant.

Sipping my coffee and watching the amusement, the antenna of my mind picked up a few thoughts and started wondering, was the cockroach responsible for their histrionic behavior?

If so, then why was the waiter not disturbed?

He handled it near to perfection, without any chaos.

It is not the cockroach, but the inability of those people to handle the disturbance caused by the cockroach, that disturbed the ladies.

I realized that, it is not the shouting of my father or my boss or my wife that disturbs me, but it's my inability to handle the disturbances caused by their shouting that disturbs me.

It's not the traffic jams on the road that disturbs me, but my inability to handle the disturbance caused by the traffic jam that disturbs me.

More than the problem, it's my reaction to the problem that creates chaos in my life.

Lessons learnt from the story:

I understood, I should not react in life.

I should always respond.

The women reacted, whereas the waiter responded.

Reactions are always instinctive whereas responses are always well thought of.

A beautiful way to understand............LIFE.

Person who is HAPPY is not because Everything is RIGHT in his Life..

He is HAPPY because his Attitude towards Everything in his Life is Right..!!,,,,,,,
