I am surprised that data about All India Services and Defence Civilian pensioners has not been made public, giving me the impression it is being deliberately suppressed. Contrary to published notation and public understanding, the personnel who garner the biggest slice of the Armed Forces Pension Budget are Defence Civilians, NOT the Armed Forces in Uniform, the men who put life before Country, the now-reviled Ex-Servicemen (ESM).
These Defence Civilians (Def Civ) are keeping a low profile, suppressing their amusement at the world at large being misled, while the retired soldier or war widow is being pilloried by the public and the media both of whom are blissfully ignorant of ground realities. That said, I’d like to submit a few facts for your consideration, wherein I have included bureaucrats’ (babus’) pensions as well.
UNION BUDGET : PENSIONS
1. Total Pension Allocation FY 2015-16: Rs. 88,000 cr.
2. Breakdown (in Rs.):
· Armed Forces (AF) 54,500 cr.
o Armed Forces in Uniform or Ex Servicemen (ESM)+ Widows 33,000 cr.
o Def Civ 21,500 cr.
· All India Services* 33,500 cr.
* All India Services is comprised of the Indian Administrative Service (IAS), the Indian Forest Service (IFoS), the Indian Police Service (IPS), the Indian Revenue Service (IRS), the Indian Service of Engineers (Irrigation, Power, Buildings and Roads), the Indian Medical & Health Service and other services added after 2008. The Indian Foreign Service, though not part of the AIS, draws Apex grade Pensions at par with the IAS.
The total strength of HIGH CASTE BABU pensioners, all-inclusive, is 2.95 lakh (2,95,356), for whom Rs. 33,500 crore is reserved,
i.e., a Dearness Allowance adjusted pension of Rs. 33,500 cr./295400 = Rs. 11.27 Lakh pa or Rs 93,930 PER MONTH.
This is the median pension, biased towards high figures due to the apex salaries babus command through non-functional upgrades (NFU) when in active service.

o Def Civ, superannuating at age 60 100%
o AF personnel superannuating at 60 0.00147% (93 3-star offrs out of 63,200)
o AIS personnel superannuating at 60 100%
1. Pension Payments in Rupees
o Armed Forces ESM 33,000 Cr., i.e. 37.5%
o AIS + Def Civ 33,500 Cr
(38.1%) + 21,500 Cr (24.4%) = 56,000 cr. i.e., 62.5%
1. Average (Median) Per Capita Pension Today
o ESM+ Widows: (1,767,390 ESM + 60,000 widows including war widows=18,27,390)
Pension Rs. 33,000 Cr. / = Rs. 1,80,585/ year or Rs. 15, 050 per month.
o Def Civ: Rs. 21,500 Cr. / 5.32 lakh = 4,04,135. 00 / year or Rs. 33,680 per month.
o AIS: Rs. 11.27 Lakh pa or Rs 93,930 PER MONTH. That’s right, Rs. 93,930 per month.

1. All India Services (AIS) personnel drawing pension total only 2.95 lakhs and gorge on the largest proportion of the Indian taxpayers’ money, a humongous Rs. 33,500 cr. pa,
whereas
18.28 lakh ESM, 6.2 times the strength of AIS pensioners, draw a lower figure, Rs. 33,000 cr. as Pension. Where is the comparison? The bureaucrats have house trained their ministers, one and all.
I think the Indian public needs to know about these figures.
ESM and widows, including war widows, make a combined total of 17.67 lakh entities. Out of the estimated outgo due OROP of Rs. 8,400 crore, about Rs 6,200 crore will be for Widows, JCOs, NCOs, and other ranks, and about 2,200 crore for Officers.
The pension payouts pre OROP vary from an unbelievable Rs. 94,000 PER MONTH for the AIS to Rs. 15,050 per month for the ESM, with the Def Civ happy at more than twice the ESM’s pension.
The pensions will rise by the following figures post OROP:
1. AIS Not notified (Wait for 7th Pay Commission)
2. Def Civ Not notified (---------do------------------ -------)
3. ESM (Widows, JCOs, NCOs) Rs. 40,800 per year or Rs. 3,400 pm
4. ESM (Offrs)
Rs. 88,900 per year or Rs.7,410 pm
"OROP"
The fight AGAINST OROP is based on some of the counts listed below. There are many more.
1. Free Rations.
2. CSD facilities.
3. Guaranteed accommodation in Delhi in 6-9 months, whereas civilians have to wait 25 years.
4. Access to transport.
5. Leave periods: 82 days for officers, 92 days for non-officers.
6. Free warrants and D-Forms.
7. CH/MH + free medical facilities for dependent families and parents.
8. ECHS, a cashless facility and huge boon to ESM.
