Service Background

Lt Colonel Inderjit Singh was commissioned into 9 Grenadiers in 1956, served later in 4 Grenadiers. While there he passed his Staff College as one of the toppers and was posted as Brigade Major which is one of the most prestigious Staff appointments. He then commanded 14 Grenadiers. In 1971 he fought a very grim battle. After his Command he was posted to Army HQ where he for some time wrote Tactical Doctrines for the Army and then controlled the foreign training of the Army. He took pre mature retirement from the Army in 1978.

First Memorandum

In 1981 formed an organisation called the All India Ex-Services Welfare Association (AIEWA) and on February 22, 1982 presented their five basic demands to Indira Gandhi. The demands were - removal of disparities in pensions of old and new pensioners (It was given the name of OROP by the HLC of 1984), guaranteed employment up to the age of 58 years,

pre 1964 pensioners widows to be given proper family pensions, restoration of commuted value of pension after the commuted period is over and vacation of lands and houses if occupied by tenants at the time of retirement

High Level Committee,

In Aug 1983, when we threatened 10000 medals return to President of India on 15 Aug 1983, Smt Indira Gandhi set up a High Level Committee (HLC). Lt Col Inderjit Singh was its special Invitee The HLC gave 68 recommendations. In 1984, the report was presented and after two days, Indira Gandhi was shot dead,

The Govt accepted 52 recommendations but the16 most important recommendations were rejected.

Indefinite Fast

On February 25, 1987, Lt Colonel Singh sat on indefinite fast with his five colleagues. On the fourth day of the fast, the government sent a letter increasing the pension from Rs 150 to Rs 375. On 7th day they sanctioned pension for pre 1964 widows of ex servicemen. On tenth day they restored the commuted pension after 15 years. Every time this favour was done it accompanied with a request to give up fast which was rejected.

On the 16th day of the fast, he collapsed and passed out. He was admitted to Wellington hospital in Delhi. He was revived after four hours effort by Doctors. The fast was called off on the 17th day by the direct intervention of the PM Sh Rajiv Gandh. Meetings were fixed for him with the then Defence Minister Sh VP Singh. By the time we got him to accept OROP he was removed as RM on account of Bofors.

High Level Empowered Committee (HLEC)

Then came the PV Narasimha Rao Government under whom

a High Level Empowered Committee (HLEC) was formed with five ministers, six MPs, three defence veterans including Lt Col Singh. and headed by Sh Sharad Pawar with Dr Man Mohan Singh the FM as member. "The committee was inclined to give OROP but could not do so because of the bad economic state in which we had to send our gold to UK to run the country. Despite that it gave very good award but bureaucrats ruined it completely.

Fifth Central Pay Commission

Lt Colonel Singh then prepared himself to tackle the Fifth Central Pay Commission which was soon due. A very strong representation was made to the PC. As a result PC accepted OROP. While implementing the bureaucrats short changed us by granting modified parity to Armed Forces and applied it for themselves too.

CPC Report Rejected

We rejected the CPC Report. He again launched protest Rally on August 22 1997. The PM Sh IK Gujral called Lt Col Inderjit Singh for a meeting in which he promised to come back after examining it. The rally continued for 107 days at Red Fort supported by 23 Chiefs, Vice Chiefs and Army commanders of all the three forces. On 03 Nov PM Mr Gujral deputed Defence Secretary with full mandate to accept three or four of our demands for approval by the Cabinet. Others could follow in the normal course. Meeting was held and following four demands accepted for Cabinet approval:-

a) OROP

b) Removal of 33 years Conditionality for grant of 50 % pension.

c) New Disability rules to be made applicable to the Armed Frces

d) Two pensioners widow to get two pensions.

The Defence Secretary asked Lt Col Inderjit Singh to work out a paper which could be put up to Cabinet. The paper was prepared and given to him next day. This the bureaucrats did not put up to the Cabinet till the Govt fell.

Meeting With The PM

Then came BJP Govt. We tackled the RM to begin with. When that did not work we met Sh Atal Bihari Vajpayee with our seven demands. He accepted three of them, for four which included OROP he appointed RM's Committee. This Committee rejected all four demands and then RM conveyed this decision to us through a letter.

Rally at Ram Lila Ground

Held another Rally at Ram Lila ground and called Sh Madan Lal Khurana, Chairman of Standing Committee of the Parliament on Defence. Conveyed our disgust to him. He then promised to invite Lt Col Inderjit Singh to Parliament to understand the problem and help.

On April 21, 2003, Lt Colonel Singh made presentation in Parliament which resulted in a brilliant report of the Defence Committee. This was again rejected by bureaucrats.

Grant of OROP

In 2004, the Congress formed the government and the Parliamentary Standing Committee Chairman called Lt Colonel Singh. A Group of Ministers under Pranab Mukherjee was appointed. He first promised to invite Col Singh before giving its award and then reneged from doing so. In this desperate situation we met Smt Sonia Gandhi for help. She ordered the RM to do the needful. On 25 Jan 2006 this Committee gave full parity with Fifth CPC rates to JCOs and Jawans. Which was OROP.

Sixth CPC Report

Then came Sixth CPC Report in 2009. We went to Sh AK Antony the RM demanding maintenance of full parity with Sixth CPC rates. He confirmed vide his DO letter to Col Inderjit Singh that he has directed the MOD to give full parity to Armed Forces. Which is OROP. Then some of us burnt Sonia Gandhi's effigy and urged Veterans to support BJP during elections. The Govt then pulled back their hand.

Other Measures

Our efforts continued. On 14 Feb 2014 Sh Rahul Gandhi met Vaterans in Delhi. Col Inderjit Singh presented him the Memorandum. While doing so told him that he was privileged to present the same to his father Sh Rajiv Gandhi on 22 Feb 1982. He was pleased to know this and promised to solve the problem. On 17 Feb 2014 his Govt announced the grant of OROP in the Parliament.

Conclusion

The 34-year long fight for One Rank One Pension started by Colonel Inderjit Singh is still continuing with defence veterans out on streets of the national capital demanding their rights.

At current immigration levels and disappearing birth 

rates native Europeans are destined to become a 

minority in their own countries within decades. This is 

already the case for many of Europe's largest cities.

pay thousands to criminal traffickers to reach the land 

they have been promised by European politicians

Dubbed by the media as "refugees", they cross through 

6-10 safe countries to reach wealthy nations like 

Germany or Sweden where they hope to receive a better 

life at the expense of the taxpayer.

Only a fraction of them are Syrian, as they enter 

unfiltered, without any documents and without any 

legitimate right to claim asylum. Women and children

 are rarely seen, except in the cherry-picked sob stories 

of the media.

Any indigenous resistance of Europeans who refuse to 

hand over the countries of their ancestors to often 

radical and criminal Muslim foreigners is labeled 

"hateful", "racist", even "Nazi". 

The level of cultural, moral and political subversion with 

egalitarian and Marxist ideologies has reached levels the

 KGB would never have dreamed of. Equality and

tolerance are lies that serve none but a few.

The Left, mainly orchestrated by Zionist interests, is 

destroying our countries from the inside. Patriotism, the 

most basic and fundamental trait of any nation that 

wants to survive, has become something to be ashamed

 of.

Feminism has destroyed family values and birth rates. 

Healthy nationalism has been replaced with a culture of 

guilt, self-hatred, apathy, degeneracy and pathological 

altruism. We are told to embrace "diversity", in reality 

this simply means instead of just being a global 

minority, Europeans are supposed to become a minority 

in their own countries as well. No civilized society can 

keep up with the birth rate of third world immigrants,

 especially when the main goal is integration rather than 

assimilation. Parallel societies breed poverty, crime and 

radicalism.

Multiculturalism has never, at any time in human

history, worked anywhere. If you believe otherwise,

 you're delusional. In fact it's the primary reason for 

every major conflict.

The crimes committed by the EU against the European 

peoples are directly in violation of the 1948 UN genocide

 convention, Article II: (c) Deliberately inflicting on the 

group conditions of life calculated to bring about its

 physical destruction in whole or in part; (d) Imposing 

measures intended to prevent births within the group; (e)

 Forcibly transferring children of the group to another 

group. 

Because of this injustice, far-right parties everywhere in 

Europe are gaining astonishing amounts of support, 

becoming the biggest parties in some countries.

Any European that does not rise up to defend his 

country from foreign invasion because he's too scared 

of words does not deserve it.

We are still at a point where you will not get imprisoned 

for your political opinion in most European countries,

 but this will change very soon. Do not be apathetic, do

 not be weak. Be someone that can be proud to call 

himself European.

Defence Minister Manohar Parrikar has badly flubbed his first major decision relating to the morale and cohesiveness of the Indian Army. After the Armed Forces Tribunal (AFT) - the military's departmental tribunal - wisely struck down a discriminatory army promotion policy, Mr Parrikar's ministry has appealed in the Supreme Court. Instead of welcoming the AFT's righting of a bitterly resented wrong, Mr Parrikar has backed the divisive notion that some branches of the army are superior to others; and these should be favoured with extraordinary promotion quotas and vacancies rather than going by merit alone.

In its landmark verdict on March 2, the AFT ruled that promotions to the pivotal rank of colonel (that is, commanding officers of units) are unfairly biased in favour of two army branches: the infantry and the artillery. The tribunal held that "discriminatory" army promotion guidelines of 2009 denied "equal opportunity of promotion to all officers of all corps of Indian Army", and ordered the reconvening of all promotion boards to the rank of colonel held since 2008. In this review, vacancies would be equitably allocated to arms and services, based on "pro rata" calculation of their actual officer strength.

Since 2009, a disproportionate share of colonel vacancies has made it possible for 60 per cent of infantry and artillery lieutenant colonels to become colonels, while officers from other arms and services have a success rate as low as 26 per cent. Worse, this injustice gets extended to the higher ranks of brigadier and general, where the vacancies for each arm or service corresponds to the number of colonels it has.
Mr Parrikar's worrying lack of judgement lies not just in his failure to see this injustice, but also in the divisive argument that his appeal is based on. Attorney General Mukul Rohatgi told the Supreme Court that the infantry alone "faces the bullets". Unashamedly scaremongering, he argued for faster infantry promotions because the Pakistani army has younger infantry commanders. Mr Rohatgi forgets that India's "older" commanders have won every war with Pakistan.

Mr Parrikar should remember his army fights as an integrated whole, not as gladiatorial infantrymen supported by lesser arms and services. Infantry units in counter-insurgency roles are officered to a major degree by young officers on deputation from other arms and services. The AFT judgment notes that their combat performance often surpasses that of infantry and artillery officers. In actual war, rapidly shifting front lines and long-range, precision strike weaponry make the battlefield hazardous not just for infantry and artillery, but equally for engineering support, communications, repair and recovery of combat equipment, and logistic support like supplying ammunition, fuel and supplies. There are few tasks more hazardous than those performed by combat engineers, which clear minefields under enemy fire. It was for this that Prem Bhagat - an engineer, not an infantryman - became the first Indian officer to win the legendary Victoria Cross. Every Indian soldier knows this, even if Mr Parrikar does not.

Yet how can the defence minister understand the danger of dividing officers along lines of promotion self-interest, when the army's own generals apparently do not. The current dispute began when a dominant cabal of infantry and artillery army commanders and army chiefs from 2001 to 2009 cynically subverted the recommendations of two high-powered committees - theKargil Review Committee (KRC) and the Ajai Vikram Singh Committee (AVSC) - which recommended ways of reducing the age profile of the Indian army.

In 1999, the KRC - benefiting from the wisdom of K Subrahmanyam and George Verghese - advocated lowering age across the army, not just for officers. Instead of recruiting soldiers for 17 years (the practice since 1976), after which they are entitled to a pension for life, the KRC recommended recruiting soldiers for just seven-10 years, after which they could be sidestepped into paramilitary forces or the police. This remains unimplemented due to home ministry opposition.

In 2001, the AVSC suggested ways of reducing the ages of officers at every rank and in every arm/service - not just within the infantry and the artillery. To quickly promote younger officers, the AVSC authorised additional army vacancies at senior ranks - 1,484 additional colonels; 222 more brigadiers; 75 new major generals; and 20 additional lieutenant generals. This aimed at reducing the age of commanding officers (colonels) by five years to 36-37 years, of brigadiers by six years to 44-45 years and major generals would command divisions when they were 51-52 years old, three years younger than before.

Simultaneously, the AVSC recommended a longer-term solution to the problem of a prohibitively steep promotion pyramid. This involved taking in more "short service commission" officers, who mostly retire after serving five years. For those five years, they provide the army the lieutenants and the captains it needs, without staying on to compete for vacancies at senior ranks.

From 2001 to 2009, the AVSC's short-term recommendations were perverted by four successive army chiefs - two each from the infantry and the artillery - who distributed most of the newly authorised rank vacancies to their own arms through a policy called "Command Exit Model", rammed through on January 21, 2009. This pretended that the AVSC aimed at reducing ages in the infantry and the artillery, and presented a fallacious logic for allocating additional colonel vacancies to the two favoured arms. The infantry was effectively handed 110 colonel vacancies to command battalions of the Rashtriya Rifles (RR) and the Assam Rifles (AR), in addition to 350 infantry battalions. Although officers from every arm/service man the AR and the RR battalions, exclusionary conditions were framed to make it almost impossible for non-infantry officers to command these units. The infantry, thus, increased its colonel vacancies by 30 per cent (from 350 to 460).

To compound this advantage, it was decided that infantry colonels would command for just two and a half years. With 460 infantry colonels needed every two and a half years, that meant 184 colonel vacancies each year. In contrast, the engineers and signals were arbitrarily given command tenures of four years, and the logistics services of five years; reducing the number of colonels they needed each year.

With an artillery chief, general Deepak Kapoor, heading the army in 2009, the artillery was similarly favoured. Small "light batteries", traditionally commanded by lieutenant colonels, were elevated to "light regiments" commanded by colonels. The artillery's command tenure was shortened from three and a half years to just three years.

Internal simmering within the army has boiled over after the AFT judgment. Initially just five-six officers went to the AFT, but now dozens are approaching the Supreme Court, adding their combined weight to the moral force of the AFT judgment. Mr Parrikar is cornered, after having briefly appeared enlightened earlier this year, when he promised the defence ministry would end its habit of fruitless appeals against adverse court verdicts. He seems likely to be rudely shocked when the Supreme Court rules on April 15

which we enjoy today is because of lesser VAT the state 

Governments are giving to the CSD. However with a 

constitutionally mandated uniform rate of GST across 

the nation there won't be any scope for any reduced or 

varying rate of taxation. Which implies that CSD cannot 

compete with a local store or a mall........It also implies 

the movies which we see in our Institutes are going to 

be costlier

Hope Service Chief are following the GST bill and wake 

up to take this up with the Government and incorporate 

necessary provisions in the GST bill before it becomes 

Law.

STORYLINE

Endless plains - that's what Serengeti means in the Maasai language. 30,000 square kilometers of African Savannah shared between Tanzania and Kenya. Wildlife filmmaker Reinhard Radke spent two years in this wilderness in the hunt for spectacular images. It's the first German cinema film about the Serengeti after half a century. The most recent technology's been used. Footage with up to 2,000 frames per second opens up new worlds. Shooting a film in the Serengeti is a difficult task full of surprises and adventures.

The day starts early in the Savannah. You need to use the first light as many animals only hunt in the cool morning hours. Reinhard Radke is a biologist and he's been coming regularly to the Serengeti for 30 years. First he came on field trips, then for television and now a film. To get better footage a 4x4 has been converted into a camera platform. The roof's been strengthened and as a filming balcony every camera angle should be feasible. With such a large number of wildebeest the predators can't be far away... the difficulty is finding them.

Reinhard got footage of an extraordinary hunt and now it's time to think about his own food supply. Despite the vehicle's idiosyncrasies it proves to be a jack of all trades. There's a compartment for everything. The car has been equipped with everything that may be required for an impromptu overnight stay in the wilderness... in case it's too far to drive back to the base-camp.

The filmmaker's not alone; he's assisted by a lookout. His main job is to spot the film's main characters. You have to know the animals' behavior patterns very well for this job and Reinhard's sidekick does. Storm clouds gather in the evening. The overnight rain has turned the sandy tracks into deep mud. Even an off-road vehicle can get stuck, but help can be found even in the remotest areas.
