    Subject: "One Rank One Pension"-An Idyllic Concept. How To Implement In Practice?
     
    Even with limited understanding of this issue of great importance, we have a feeling it is an idyllic concept and is very difficult to implement on the ground. We say this with all due concern and respect for the brave fighters of the Indian armed forces, whose proud members make us feel to be able to do something for them, at least for those in the junior ranks.
     
     
     
    We understand it is a very complex issue, not only on account of finance but for the health and longevity of the soldiers as well as of their families. And, as we shall see, it is a societal concern also. The vast majority of the soldiers in various ranks retire at much younger age, in comparison with members of the civil services. Yes, a tiny part of them is being in a way rehabilitated through the good offices of the DGR (Director General of Resettlement).
     
     
     
     
     
     
     
     
    What have the government and the famed, powerful and ingenuous bureaucracy thought or planned for these fairly able-bodied mass, especially in the villages, where they used to be treated with considerable respect while in service—once a while in uniform as well. It is not only a question of money but of psychological resettlement also. it is indeed a very challenging case study for sociologists.
     
     
     
     
    Let us then talk of what is very aptly put as the "cascading" effect of this. The members of the central paramilitary forces are keenly waiting for the government's decision on the OROP. This may eventually travel down to the armed police sections in the State police.
     
     
     
    The fact of the matter is, put in layman's language, even if the government had the money to make the OROP for the current year, how or what it will do for the next year when another thousands or lakhs would be retiring? And, then, it will be an acute financial problem in continuum, being repeated every year. Let us keep in mind the increased longevity of the current generations will not offset the increasing bulk of retirees every year.
     
     
    In reality, therefore, the OROP in the present for is not amenable to any permanent solution. It is good as a concept of social welfare. The huge amount of money required every year can never be collected and thus the vicious cycle will continue.
     
     
    The only way to solve the complex human-financial and societal problem could be implemented if it were to be a one-time solution. And, eventually, we visualse, it will have to be some one-time solution only.
     
     
    Meanwhile, notwithstanding the Prime Minisiter's public admission that the government is committed to implementing this OROP but wanted more time to think it out and also public protestation that they were not aware of the intricacies of the problem, it  has been made known that the armed forces are sticking to their resolution to hold a protest demonstration in Delhi  on June 14,2015.If that materialises. It will indeed be a "BLACK DAY" in the military history of India. It has never happened before.
     
     
     
     
    The information is also doing round that the Congress party is keenly looking forward to that and might even be fomenting this from behind the scene. If true, that will be like playing with fire that may engulf them also.
     
     
    A field report from a responsible friend suggests that the middle-ranking officers are "fuming", alleging that this was all because the bureaucrats in the Ministries have suggested to postpone it and deal it along with the upcoming 7th Pay Commission. "This", the report says," will amount to committing hara-kiri by the present government. The latest date that could be accepted by the armed forces is the Prime Minister making the required statement on the 15th August from the rampart of the Red Fort. “The report continues," Why the MPLAD, that as such gives tremendous scope for corruption, cannot be snapped for two years? The money also flows in refurbishing Rajbhawans and foreign junkets of MLAs and other officials."
     
     
     
     
    As laymen, our submission to the honourable Prime Minister would be he must do all that he can do to prevent the proposed demonstration on the 14th June and save the nation witness such an ignominy. But, meanwhile, the government must not give the impression they are deliberately delaying the solution to the issue to gain time and also that they were taking punltive action against those taking extra interest in OROP.
     
     
    As laymen on this case, our humble submission to the honourable Prime Minister is:
     
     
    He should:
     
     
    a)   go to the nation and address it, explaining the issues involved, highlighting that it has to be only one- time measure.
    b)  to convene a special session of Parliament on OROP. That will bring all political parties into the fold. Any consequences, therefore, will be shared politically by all and singly.
     
     
    c)    alternately, to convene an all party meeting for the same purpose.
     
     
    d)  The government may issue a White Paper on the entire issue, clarifying inter alia the reported back stage support to the OROP agitation by the Congress.
     
     
    e)   send a team abroad how are other countries handling or have handled this universal problem. The final solution will come only after that.
     
     
    f)     keep close watch on those suspected to be fermenting the issue unnecessarily.
     
     
    g)   it seems things have reached a stage when it is going on its own motion. And so, the government will be well-advised to strategise and prepare for anti-coup measures though such things are unlikely in such big country like ours.
     
     
    Well, Friends, our aim in all this is to see whether, despite all the complexities and difficulties, we can help the armed forces and the government remain on the same page—a joint family is a happy family. In case you get some feed-back, or have some new ideas, please share that with all concerned. With different kinds of threats looming before the natiion, we cannot afford a family with uneasy inter-se relationship. After all, all of us are fighting for the country in our own ways.

    THOUGH THE PARLIAMENTARY COMMITTEE HAS BEEN PRECISE IN SPELLING OUT WHAT EXACTLY THE OROP IS, IT IS THE BUREAUCRACY WHICH IS TRYING TO FLUMMOX THE POLITICIANS

    It needs to be stated that central police organisations (CPOs) are wrongly designating themselves and by some others as paramilitary. There is absolutely nothing military about them. Masquerading as paramilitary, they ask for equivalent of one rank, one pension (OROP). They appear to have been prompted by others opposed to the grant of the OROP. This is yet another attempt to put one more spoke in the OROP wheel.
     
    There are only two paramilitary groups in India — Assam Rifles and Rashtriya Rifles. So, the police, including the Border Security Force (BSF), Central Reserve Police Force (CRPF) and a plethora of others, need to disabuse themselves of this notion of being paramilitary.
     
     
    ANOMALIES IN ALLOWANCES
     
    Nearly 85% of military personnel retire at the age of 35-37 years whereas policemen retire at the age of 60. Another 23-24% of military personnel retire at varying ages between 45 and 56 years. When a soldier and a police constable reach the age of 60, the latter would have drawn approximately `45 lakh more than a soldier (pay in the case of a constable and pay plus pension in the case of a soldier). So, it’s pointless to compare onions with apples.
     
     
    Look at the anomalies in just a few allowances which an armyman gets and a policeman is given. The paratrooper allowance for a soldier is `800 to `1,200, whereas it is between `7,200 and `11,000 in case of Commando Battalion for Resolute Action (CoBRA BN), which is one of the CPOs.
     
     
    AT THE RECEIVING END
     
    A disabled army man is sent out of service whereas a government servant is retained till the age of 60 years.
     
     A soldier posted in Kashmir (other than high altitude) and northeast gets no special allowance, whereas a policeman from the CPO gets double house rent allowance (HRA).
     
     When posted in peace stations such as Shillong, Aizwal, Sikkim and better part of Jammu and Kashmir, a soldier gets no extra allowance, whereas a policeman from the CPO gets 12.5% of the basic pay as a special duty allowance —25% of the basic pay as hardship allowance for IAS officers of the UT cadre and detachment allowance of `300 per day for all central armed police forces personnel.
     
    None of these allowances are applicable to the Defence Services.
     
     
    Then there is what is called headquarter allowance of `4,000 for the civil services officials which the officers of the defence forces don’t get. While the list of such difference is long, just one more example should drive home the point as to how civil services and the CPOs have feathered their nests. A defence services officer on instructional staff at the National Defence College gets `1,800 per month whereas one from the CPO and civil services gets `19,000 per month.
     
     
     
    DISCRIMINATION
     
     
    The higher command of the defence services need to explain to their officers and men as to how this vast difference in allowances have come about and why they have never raised such issues with the seriousness they demand. Why they were being denied non-functional upgradation and how the services came to accept this palpable discrimination?
     
     
    Some retired chiefs of the CPOs have alleged
     
    that their personnel have suffered more
     
    casualties than  army  men.
     
     
     
     
     This is evidently incorrect. Most CPO
     
    casualties have been at the hands of ill-
     
    trained and ill-equipped Maoists and other
     
    insurgent groups and all this speaks poorly of
     
     the leadership and training of these CPOs.
     
     
     
     
    These chiefs of the CPOs need tell us as to
     
    how many IPS officers have been killed in
     
    fighting Maoists.
     
     
     
     
     
     
    The BSF needs tell the nation how
     
    more than three crore 
     
     Bangladeshis have crossed over
     
    to India?
     
     
     
     
    EXCUSE TO DELAY OROP
     
    This government is fast losing its credibility and appears to be seeking one or the other excuse to delay and perhaps dilute the OROP. Various figures are being floated, but no one tells how much nonfunctional upgradation has been granted since the sixth pay commission to the class-A central services officers (over four dozen of them). As also if any of these services suffer anywhere near the same range of disadvantages as the defence services officers.
     
     
    Though the parliamentary committee has been very clear and precise in spelling out what exactly the OROP is, it is the bureaucracy which is trying to flummox the politicians by firstly throwing different figures and then frightening them that others too will ask for the same. On the other hand, they also prompt the others to demand the OROP. The political class should be alive to the compelling rationale for the grant of the OROP.
     
     
     
     
    UNAWARE POLITICIANS
     
    The political class seems to be unaware of the
     
     deep bonding between the veterans and
     
    those still in service, and the denial to the
     
    former, what is rightly their due, will equally
     
    impact the latter.
     
     
     
     
     
    Let this piece end with a quote from Lord
     
    Morgan’s book — Anatomy of Courage.
     
     
     
     “If we persuade intelligent youth
     
    to hold back from the army in
     
    peace, we ought not to complain,
     
    if we are poorly led in war.”
     
     
     
     India has a long history of its armies being
     
    poorly led and thus suffering unbroken chains
     
     of military defeats at the hands of invading

    IESM GB delegation

    met COAS today at his

    invitation. The CoAS

    assured the delegation

    that OROP is under

    intense discussion at

    the highest level . He is

    personally taking up

    the issue. He hinted

    that it would be better

    that the proposed

    agitation be postponed.

    The IESM delegation

    politely but firmly informed

    him the

    decision to recommence

    agitation keeping the

    emotions of the ESM as

    resonating on the

    ground. The ESM all

    over the country will not

    accept any

    delay/postponement 

    of

    gitation unless an

    assurance is

    given from
     

    PMO that the OROP

    will be given by a

    given

    date and without

    dilution
