OROP Activist Retd Wing Commander Sharma Whisked Away
No warrant, wife not informed where veteran taken by police
Mrs Aroona Sharma was feeling hysterical. Yesterday evening, five men in civilian clothes had come and taken her 75-year-old husband, Wing Commander (Retd) CK Sharma, with them. Five men from Haryana Police
“They will kill him! You know what the police is like,” a panic-stricken Mrs Sharma rambled, trying to locate her husband’s phone.
On March 10, Wing Commander (retd) CK Sharma was arrested by Haryana Police, at around 5pm, on charges of financial fraud. His family claims that the police didn’t explain the charges and entered their home under false pretenses.
“A tall man holding a bouquet of flowers was the first to ring the bell,” said Mrs Sharma. “He asked me if my husband was home. My husband felt it was fishy and said we didn’t want any flowers.”
The first man and four more just pushed their way into the veteran’s house. Mrs. Sharma dialed 100, but the response she got panicked her further. “First I could not get through,” she said. “Then when I finally did and told the operator about the situation, the only reply I got was, ‘ Sorry, we can’t help you’.”
This response was particularly alarming for the family, because apart from being a war veteran, Sharma is also the treasurer of the Indian Ex-servicemen Movement (IESM) and a prominent face in the One-Rank-One-Pension (OROP) movement. Sharma and two other OROP protestors, Major General Satbir Singh and Captain VK Gandhi, were accused of financial fraud by Lt. General Kadyan, the former chairman of IESM. Kadyan accused the three of withdrawing Rs 7 lack from the IESM fund for personal use. Singh is the chairman, Gandhi is the secretary and Sharma is the treasurer of IESM.
The accusations don’t sound credible to the vice chairman of IESM, Major General (retd.) Renjen. According to Renjen, the story of the arrest starts with the removal of Kadyan as the chairman of IESM. “He was involved in various anti-IESM activities, like meeting politicians alone without taking a delegation along,” said Renjen of Kadyan. “He was removed as the chairman following proper procedure. Since his removal, he has been trying to file false charges against our members.”
This is not the first time Kadyan has targeted his colleagues. In the past, his charges were rejected twice by the police and the lower court. Yet this time, when Kadyan went to a higher court, an arrest order was issued, without any inquiry
Renjen described the charges against Sharma and the other two leaders as “baseless”. He said Rs 7 lakh had been withdrawn, but to organize rallies. “Whatever was spent was spent and the balance, I think around Rs. 4 lakh, was deposited back,” said Renjen, adding that IESM has an annual audit by an independent auditor done every year.
Although the lower court in Gurgaon rejected an anticipatory bail application, Chandigarh High Court has given anticipatory bail to the three veterans. However, this doesn’t help Sharma since he is already in custody. At the time of filing this story, Sharma’s family was in Gurgaon court, waiting for the bail order from High Court which they would use to argue for his bail in the lower court.
Speaking over the phone, Mrs. Sharma said, “He was a class 1 gazetted officer and they kept him locked in a civil cell. That’s illegal. This man has fought two wars for India. Every time he was in the air, he risked his life for this country and this is how he is treated?”

New Delhi: A retired officer of the Indian Air Force, Wing Commander C K Sharma -- a prominent face in the campaign for One Rank One Pension Scheme -- has been arrested for alleged financial irregularities in connection with an organisation for veterans and their widows.
The Wing Commander was the treasurer of the Indian Ex-Servicemen Movement or IESM. The police said he will be produced in court tomorrow.
In a Facebook post, his daughter Nisha Sharma said: "My father Wing Commander CK Sharma (Retd) has been very active in OROP fight... 5 police men just half hour ago barged into parents house, threw his phone away ans physically picked him and carried him away (sic)."
Lieutenant General Raj Kadian (Retd), also a prominent face in the OROP movement, told NDTV that the arrest was made following his complaint to the police and court in 2013 and 2015.
"I had filed complaint in 2013... I feel bad to have had complained against my colleagues," but "I had duty" towards the larger community of ex- servicemen, he told NDTV.
Major General Satbir Singh, the face behind the continuing OROP agitation, could not be reached for comments despite repeated attempts.
Contradicting General Kadiayan, IESM, in a social media post, said the arrest was "despite" an order from the Punjab and Haryana High Court against "arbitrary action" by the police.
Last September, Defence Minister Manohar Parrikar announced that OROP will be implemented from July 2014, fulfilling a four-decade demand of the armed forces. OROP, the minister said, would cost the exchequer between Rs 8000- 10,000 crore "at present and will increase in the future."
The first tranche of the OROP payments have already been made. A section of the veterans, however, have been holding on demanding equalisation of pension every year as against every 5 years as proposed by the government.
The movement, however, lost traction among a large section of retired soldiers after last September's announcement.

In spite of the fact that first police investigation had cleared Maj Gen Satbir Singh, Wg Cdr CK Sharma and Gp Capt Gandhi from the false reports of misappropriation of IESM funds filed by “The Kadyan”, again the case was filed by “The Kadyan” in court but the court again rejected the case.
Ultimately, in third attempt, with all the high-up connections (probably with political back up to kill the OROP agitation), “The Kadyan” has managed to get Wg Cdr CK Sharma arrested under economic offence. And police are likely to arrest Gen Satbir and Gp Gandhi also.
“The Kadyan” has not only put IESM to shame but he has put the entire Armed Forces Community to disgrace.

The entire Governing Body of IESM knows “The Kadyan” very well and they all fully support Gen Satbir fully as the Chairman of IESM.
I was myself a member of the Governing Body, when due to unsoldierly behaviour of “The Kadyan”, he was unanimously removed from the Chairmanship of IESM and primary membership of IESM.
I appeal to ALL ESM and Veer Naris to find ways and means to resolve this dirty state created by “The Kadyan”.
Please make full use of the social media to ensure that we all support Maj Gen Satbir Singh and his entire team who are conducting the OROP agitation.

HARYANA POLICE’s HIGH-HANDEDNESS AGAINST EX-SERVICEMAN
In the dead of night on 10 March, 75 years old medically unwell, Wing Commander CK Sharma (Retd) , Treasurer of the Indian Ex-Servicemen’s Movement (IESM),was picked up by the Haryana Police from his Gurgaon residence on flimsy charges filed by a disgruntled former functionary of IESM about some alleged financial discrepancy in the OROP related accounts . The case is three years old , which was investigated twice over earlier by the same very Police and had been dismissed by it both times on the grounds that the charges were untenable . Even though the case was in the Punjab and Haryana High Court for anticipatory bail against the denial of the same by the lower court, and it was verbally conveyed by the Hon’ble Court on 10 March to the defendants’ lawyer that no pre-emptive action was to be taken till the hearing on 11 March, and the same was conveyed to the police, yet the police arrested the Ex-Serviceman in a very humiliating manner, who was not even allowed to make phone calls or change from his night suit to normal clothes. It was a case of financial nature but the police acted in such a highhanded manner which is not even used against the confirmed terrorists. Our system is great, wherein , likes of Vijay Mallya, who defrauded the banks of Rs 9000 crores, are allowed to leave the country, whereas poor Treasurer of the IESM is arrested and hauled over coals for a small amount !!
This act seems to be possibly of coercing the Ex-Servicemen to close down their ongoing agitation at the Jantar Mantar (JM) , with regards to the rectification of enormous anomalies in the OROP as notified by the Govt earlier .
It is worth noting that about a month back the very same police were found hiding when Haryana was burning as the result of violent Jat Agitation for reservation and miserably failed to stop the riots . Where was the police when property worth thousands of crores was destroyed, hundreds of vehicles burnt and women violated and even allegedly gang raped? Now, the same cowardly police shows its might and bravery against a helpless and hapless , ailing, old retired Air Warrior ! Least they could have done was to show some civility to someone who gave his youth for this country.
We the Ex-Servicemen and all other like minded persons highly condemn the uncalled for and extremely highhandedness of Haryana Police. We demand a judicial inquiry it to the same and severe action against the defaulters .
