OROP TANGLE AND POSSIBLE SOLUTION
Dear Sh Manohar Parrikar Ji
Government has announced OROP
on 7 Nov 2015 with lot of fanfare. You know in your heart that it is not even
up-to your expectations and hence it cannot satisfy rank and file, accordingly
they have been expressing their opposition to the OROP notification.
Ex-servicemen are agitating at
JM since last 247 days for grant of OROP as per definition approved by the
Parliament and even accepted by you and MOD. UFESM (JM) had staged a dharna at
the residence of Sh Jaitley Ji on 3 Jan 2016 and met him. He had assured the
delegation that he would speak to RM and will revert in a week. Another dharna
had to be resorted to on 17 Jan 2015 because Sh Jaitley did not revert to us
even after two weeks and numerous letters and calls. Sh Jayant Sinha MOS Fin
met the delegation on 17 Jan 2016 since FM was out of country. MOS promised us
that he would look into the anomalies. After one week he promised us that he
had discussed the anomalies with concerned officers in the Ministry and was
told that the anomalies are genuine and could be easily managed financially
also. Mr J Sinha also informed us that he had discussed the issue with you and
the issue will be handled by RM to find an acceptable solution to the vexed
problem of OROP.
We wrote many letters from JM
for a meeting so that a meaningful discussion can be held to find a solution to
OROP. What foxes us at JM is that Govt has approved an exp of Rs 7500/ crore
annually for OROP but has not earned goodwill of ESM. The reason for this loss
of face for Govt is that they have earned wrath of ESM by saving only Rs 800/
crore which is less than the cost of a lolly pop for budget of India.. The main
objection of JM to this notification is that this defeats the approved
definition of OROP as this will result in a senior rank getting lesser pension
than his junior on the very first day and will continue to draw that for five
years. These four anomalies need to be cleared at the earliest.
Another main issue which will
need to be attended is that base for basic pay for implementation of 7 CPC. As on today our pensions have
been brought at par with average of Calendar Year 2013. These need to be taken
to the level of 31 Dec 2015 for calculating basic pay of 7 CPC. If it is not
done then the OROP will become a joke of this century.
UFESM (JM) once again requests
you to grant us a meeting so that these anomalies can be sorted out amicably.
Moreover procedure for bringing the basic pay for fixing basic pay for 7 CPC is
worked out.
