Dear Chiefs,

This morning Brig Sibal (Retd) (an old CPC hand) and I met Maj Gen KK Aggarwal of the Army Pay Commission Cell, at my request. It was mainly to clarify as to what hand the 7th CPC has dealt the Services. Due to various versions of the CPC award being published in the media and the recurring murmurs in the rank and file about the senior officers, from Chiefs downwards, not doing their bit for the betterment of their terms and conditions, we wanted to ascertain the views of the people who have piloted the case.

I am afraid what we heard about the attitude of the CPC members was very disconcerting. I therefore, requested Gen Aggarwal to post on the net the recommendations made, the reasons for them, decision of the CPC and reasons given by it for their decisions.

 Also we should give a summary as to how the Award will affect the serving personnel, and consequently the veterans. If the CPC Award can be on the net why not our recommendations be also put out, for the benefit of our serving and retired soldiers and the public at large?

A smaller version can be put in the papers, if necessary on payment as an advertisement, to kill unsavory one sided comments in the media. I hope you agree with my suggestion and give your go ahead quickly, without setting up a committee to go into the pros and cons.

I feel there is no harm in doing the above exercise as it will bring transparency as to what the government thinks of us. We are now being repeatedly slotted with CAPFs on the grounds that the latter are also sitting on the borders like us. No one reads the charter of these forces ie., they are to be deployed only in areas which are least threatened and when the balloon goes up those sectors will also be taken over by the army, while they revert to guarding our rear areas.

 As I have asked earlier, why are the chowkidars being compared with fighters?

They also never give figures of how many officers/JCO/NCO equivalents from these forces have laid down their lives as compared to the Army. The CAPFs may be losing more men but it is entirely due to their poor training and leadership of their officers. If leadership qualities of the officers/JCOs/NCOs are not recognised and rewarded, there will be no army left to defend the country.

 The police forces already are trying to look like soldiers in their uniforms although intrinsically, they are flat footed constables. This needs to be brought to the notice of our political bosses, if they have the interests of the country uppermost in their minds. It is disheartening that while every other service has had an improvement in their financial and relative status with every CPC, the defence services on the other hand have been consistently done down.



 I think this country is going back to to the political thought prevalent in the first few years after Independence that the country's security can be managed by the khakis. Are we really needed?
